- RFI June 25th, 2014 3:05 PM. 1. Is a physical facility necessary for all or a portion of contractors, can work be performed remotely or possibly within office space available at NG locations? A: The gov will not be supplying services, facilities, facility clearance, utilities & conservation, or equipment. The contractor may coordinate for temporary use of facilities (armories, etc) if the space is convenient for counseling purposes with Service Members/families. This would be rare and on a case by case basis and only if approved by the Armory Commander. 2. Is the staffing of 24/7 Hotline call center mentioned a stated requirement? A: The contractor must maintain the ability to respond to cases in the timelines established. The best way to do so may be a call center; however, the current state contractor meets the requirement without 24/7 staffing. 3. Para 1.6.4.2 states that quote mark local access to care coordination and referral services for service members and their families statewide, regardless of their geographical location in the state. quote mark Is intent to have care coordination cells at multiple locations throughout the state or, does quote mark local access quote mark entail phone/email contact for initial assessment from a centralized location? Regardless of location (centralized or multiple sites), will contractor staff be required to reside in a physical work location/furnished office space throughout the week? A: There is no requirement for staff to reside in a physical work location throughout the week as long as you can meet the requirements within the PWS. 4. Are medical referrals only to TriCare network providers? A: No. Medical referrals are expected to be from among the host of local, state, and federal providers which best fit the situation for the individual Service Member and family. 5. Can Financial Counseling requirement by met by referral to established financial counseling organizations, i.e. Dave Ramsey network? A: I am unfamiliar with the Dave Ramsey network: so long as the services are personal, locally accessible, and individualized to the Service Member and/or family, and the SM/family does not incur any cost, the contractor is free to accomplish the mission in the best way possible. 6. Para 5.1G discusses the Grievance Process. Request additional details on grievance process (i.e. who has the service member been denied services from? A: A service member denied services of the CCP has the right to file the grievance. 7. Is there an existing online, knowledge base for care organizations that we can review? A: No. None that I am aware of.
