- Draft Statement of Work The DCGS Multi-Service Execution Team Office (DMO) located at Hanscom AFB in Massachusetts has developed a draft DCGS Integrated Backbone (DIB) Development Statement of Work (SOW). Interested parties are encouraged to provide commentary and suggested changes prior to DIB Development RFP release to recommend better align the SOW with current industry best practices. The Government reserves the right to review the comments and suggested changes and make appropriate SOW changes which are in line with government requirements and DIB development processes. Communications about the draft SOW should be clear, organized, and cite specific paragraph and line number. The Government will not respond to any communication it receives regarding the draft SOW. However, please identify a POC who the Government may contact via e-mail if a question about a comment or suggested change occurs. This draft SOW will be followed by the posting of a draft Request for Proposal (RFP) estimated for early July 2014. Interested parties will again be encouraged to review and provide comments on the draft RFP packet. Submission of comments requested to be provided within one week of the draft RFP posting in order to allow time for consolidation into the formal RFP. BACKGROUND: The DMO is planning to contract further development of the DIB. The objective of the DIB Development (formally named DIB 2015) is to use agile software development methodology described in the SOW on contract to standup a development team who will work as part of an integrated organization which includes the DMO, DMO Test Team, other DIB capability and integration contractors, and Government agencies. The integrated organizations will work as a team to design, develop, test, package, and release DIB newly developed and upgraded functionality in short development cycles lasting 2-3 months.
