- The Mission of the US Army Project Manager, PEO Aviation is to provide our Nation and its Allies world class aircraft systems - interoperable with the US Army, Joint and coalition partner, and affordable tough excellence in program management. The Request For Information (RFI) is for PM Apache In an effort to leverage state of the art in aviation Cognitive Decision Aiding System (CDAS), PM Apache has initiated an effort to evaluate existing systems for use with AH-64E aircraft. CDAS desired behaviors. Appendix 1 identifies the detail description of requirements to be utilized in the AH-64E aircraft in regards to CDAS. PM Apache has decided to canvass industry for existing system and solutions that can satisfy the Apache requirements for CDAS. This RFI is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. All costs associated with responding to this RFI will be solely at the responding party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor the Federal Business Opportunities (www.fbo.gov) site for additional information pertaining to this RFI. Description PM Apache is seeking to leverage existing, proven technology solutions from industry that address the following: 1.Behavior 1 - Weapons Employment a.Description: Provide weapons effects visualization and other methods to drive informed shoot/no-shoot decisions. b.Weapons Behavior Elements (Further Defined in Appendix 1) Range Cuing Risk Estimate Distance Predicted Impact Vector Weapon Fly-out line Weapons Inhibit High Action Display (HAD) Field Enhancements Weapon to Target Match Cueing Tactical Situation Display (TSD) Zooming Weapon Time of Flight (TOF) 2.Behavior 2 -Navigation/Route Optimization a.Description: Provide continuous recommended flight path information within aircraft performance parameters and fuel available to avoid threat systems, terrain, manmade obstacles and defined airspace. b.Navigation/Route Optimization Behavior Elements (Further Defined in Appendix 1) Deliberate Route Re-planning Hasty/Direct Route Planning Off-Route Hazard Identification Dynamic BINGO Fuel 3.Behavior 3 - Inadvertent Instrument Meteorological Conditions (IIMC) Refinement a.Description: Provide recommended flight information to aid the crew in terrain avoidance, altitude selection, recovery location with supporting communications and routing. b.IIMC Behavior Elements (Further Defined in Appendix 1) Initial Turn/Climb Cuing for terrain and obstacle avoidance Threat Based Altitude Routing Nearest Airfield/Recovery Location Functionality Multi-ship De-confliction Air Traffic and Weather Information 4.Behavior 4 -Attack/Reconnaissance Planning a.Description: Provide recommendations for optimal direct/indirect fire planning and execution based on Mission, Enemy, Terrain and Weather, Threat, Time, Civil Considerations (METT-TC). b.Attack/Reconnaissance Planning Behavior Elements (Further Defined in Appendix 1) Battle Position, Attack by Fire and Firing Position Selection Close Combat Attack Planning Automated Fire Distribution Planning Fire Coordination (Time on Target -TOT) Fires De-confliction Zone/Area Reconnaissance Planning Target Intercept Cueing Manned Unmanned Operations (MUM-0) Planning 5.Behavior 5 - Communications Management a.Description: Streamline and automate digital messaging, data correlated reporting and threat situational awareness reporting. b.Communications Management Behavior Elements (Further Defined in Enclosure Automated Reporting Correlated Reporting Smart Digital Communication Network Response Requirements I.Response on one or more of the operations within the RFI will be considered. II.Your response must include two (2) customer references for similar implementation (U.S. Government implementations/references are preferred), and both systems must have been implemented within the last three (3) years. Each U.S. Government customer reference you provide should include POC information for both the requiring element and the contracting officer. III.The system(s) identified in your response must be able to meet U.S. Army Information Assurance requirements. The Government may request a system demonstration following the receipt of your response. Include in your response if you would be willing to provide the Government a cost-free demonstration of your system(s). IV.Include your business size and if small business, any additional classifications you hold. V.Provide an assessment of your Technology Readiness Level (TRL) with respect to the system(s) and capability you can provide. VI.Provide an assessment of ability to meet current FACE conformance standards. VII.Include your business size and if small business, any additional classifications you hold. VIII.Provide an assessment of your Technology Readiness Level (TRL) with respect to the system(s) and capability you can provide. IX.Provide a rough order of magnitude (ROM) cost estimate, based on past experience and the areas presented in this RFI, and an associated projected schedule for implementing your hardware and solution in the GCS or integrating your software onto the GFP software. The ROM should cover all expected resources to include labor, materials, licenses (to include an option for an enterprise-wide license purchase), etc. The ROM and associated projected schedule should list any assumptions made, and may be based on a phased approach for implementation. X.Your response should be no more than fifteen (15) typed pages, to include the Title Page. A corporate capability brief may be included as an attachment and will not be counted against the fifteen (15) page response limitation. It is requested that you provide your response via e-mail to lora.a.cason.ctr@mail.mil and julia.j.conner.civ@mail.mil no later than 30 days from RFI posting. XI.Responses SHALL NOT include classified information. In accordance with FAR 15.207(b), all information received in response to this Sources Sought Synopsis shall be safeguarded adequately from unauthorized disclosure. Appendix 1 - Behaviors Defined Behavior 1 - Weapons Employment Range Cueing: Provide symbolic minimum, maximum, maximum effective range and relative aircraft range information to the crew member with the weapon selected. Range will be dynamic based on sensor, weapon trajectory, weapon mode, warhead/fuse combination, aircraft offset, aircraft altitude relative to target and aircraft speed. Range cue will incorporate all current gunnery manual information, operators manual and AWR restrictions. Symbology will be presented on the periphery of the central symbology on either HMD or TADS as appropriate as well as incorporated into the TSD TADS LOS symbology. Risk Estimate Distance: Provide pilot selectable symbolic range and deflection error probable indications to the crewmember based on current weapon selected on the appropriate symbology, TADS or HMD. Additionally, provide a TSD graphic depiction of the danger close footprint centered on the selected LOS or acquisition source as appropriate (UAS, T###). Predicted Impact Vector: Provide symbology to assist the crew in visualizing the predicted impact point when using TADS to engage moving targets with 30mm or Hellfire missile. When used for Hellfire missile engagement the PIV symbol will display both minimum LASER on and LASER on target (terminal guidance) information. Selectable Risk Estimate Distance symbology will be incorporated into the PIV as well. Weapon Fly-out Line (WFL): Provide symbolic weapon fly-out indication when it is determined there is a terrain obstruction for a Hellfire missile REMOTE or RF DBS trajectory. Also provide crew selectable WFL symbology for 30mm and Rocket indirect engagement aiding. Additionally, provide TSD terrain obstruction information by color coding the selected LOS other than standard green/white and provide a symbolic reference on the LOS symbol where the WFL intersects terrain. Weapons Inhibit High Action Display (HAD) Field Enhancements: quote mark TERRAIN quote mark (performance inhibit) as appropriate with same logic as WFL. quote mark DANGER CLOSE quote mark (performance inhibit) displayed when RED footprint overlaps a friendly icon (Coordinate point, BFT, Link-16). quote mark NO STRIKE quote mark (performance inhibit) displayed when RED footprint overlaps a no strike area imported from AMPS, ACO or Link-16. Weapon to Target Match Cueing: Provide weapon selection aiding based on target classification via ATD-C to include off board weapons from other aircraft in the flight. Tactical Situation Display (TSD) Zooming: Provide the ability to rapidly zoom the TSD to the location of the TADS LOS in the lowest scale map or imagery, centered with all standard TSD functionality to include displaying RED symbology. Weapon Time of Flight (TOF) Information: Provide TOF for all weapon engagement prior to trigger pull. Behavior 2 -Navigation/Route Optimization Deliberate Route Re-planning: Provide alternate routing from pre-planned deliberate routes to avoid un-planned threat systems range of detection or range of kill, environmental impacts and airspace control measures. Hasty/Direct Route Planning: Provide a hasty route planning aide that presents a route from either a defined Start Point (SP) to a Release Point (RP) or from the ownship present position to a defined coordinate point (Direct). Off-Route Hazard Identification: Provide hazard identification and cues for terrain and obstacles when operating off of a defined route similar to a TAWS system. Route variables that will be applied to all CDAS route planning: Aircraft capabilities (operational ceiling to retain 500 fpm rate of climb at MAX RC/END airspeed based on performance page, ability to climb over terrain enroute, manual input maximum ceiling for oxygen requirements, etc). Ability to input a required timeline for a defined point (H-Hour/F-hour). Airspace Control Measure (ACM) de-confliction from AMPS, ACO, TAIS, and Link-16. Threat avoidance either ranges of detection or range of kill considering a selected terrain flight mode vice terrain intervisibility. Obstacles will be either displayed or avoided. Route de-confliction from other preplanned routes by time or space. Ownship acoustic footprint vice coordinate resident enemy location or built up residential areas. Hazardous weather information. Constant Bingo Indicator: Continuous bingo fuel calculation that accounts for selected refuel site, flight profile and weight, route changes and designated H-Hour or Time on Target (TOT). Behavior 3 - Inadvertent Instrument Meteorological Conditions (IIMC) Initial Tum/Climb Cuing for terrain and obstacle avoidance: Provide symbolic climb and turn indications on both flight page and HMD symbology to maintain terrain/obstacle avoidance at onset of IIMC and transition to an IIMC route to a recovery location. Threat Based Altitude Routing: Provide IIMC recovery routing that follows the functionality of Hasty/Direct route planning to the nearest suitable airfield or defined recovery location Initial Approach Fix. Altitude must be pre-selectable between non-tactical FAA style and threat for terrain and obstacle clearance. Nearest Airfield/Recovery Location Functionality: Provide a Nearest (NRST) function for identifying nearest divert location that displays the most compatible location compared to functional aircraft navigation systems then provides selectable tuning for communication and navigation purposes. Function should provide all airfields, NAVAIDs and Friendly Control Measures in order based on proximity as well. Multi-ship De-confliction: Provide for an embedded IIMC break-up capability with selectable lateral, vertical or combined forms of separation. Air Traffic and Weather Information (ADS-B): Provide graphic display of other air traffic to avoid collision as well as weather information (NEXRAD, TAF, METAR, SIGMET, WARNINGS, etc). Behavior 4 - Attack/Reconnaissance Planning Battle Position, Attack by Fire and Firing Position Selection: Provide automated BPIABF/FP nomination based on ownship/flight weapons loads, range to target area, target area intervisibility and acoustic signature. Close Combat Attack Planning: Provide automated CCA planning that optimizes attack heading to avoid fratricide and considers terrain. Automated Fire Distribution Planning: Given either a target array (FCR, ATD-C or JSTARS GMTI) or defined target area provide automatic fire distribution planning based on total number of aircraft in the flight. Fire Coordination (Time on Target -TOT): Provide a TOT based count down and shoot cue based on range to target and selected weapon. Additionally provide for a TOT offset capability to sequence weapons engagement. Fires De-confliction: Integrate automated fire distribution planning with SHOT AT reporting to provide cues when engaging out of assigned sector of fire or when oriented on a target that has already been engaged by another flight member. Zone/Area Reconnaissance Planning: Integrate with automated route planning and intervisibility analysis to provide a combination of routes and observation positions to reconnoiter a defined zone or area. Target Intercept Cueing: Provide route intercept cues to moving targets from on or off board sensors (Link-16, JSTARS, AWACS). Manned Unmanned Operations (MUM-0) Planning: Provide planning aides for UAV route optimization, UAV weapon or LASER employment and UAV separation from ownship to maintain TCDL link. Behavior 5 - Communications Management Automated Reporting: Provide crew selectable time and event based automated reporting for inter-flight aircraft and externally to command and control (C2) agencies of SHOT AT files with shot at filtering, FARM following shots, Engagement report with video snapshot, Situation Report, Route Change with timeline updates, IIMC, ASE target reporting, SAFIRE report (GFAS/HFI indication), SLED, true BDA file/report. Correlated Reporting: Integrate reports so the generation of an inter-flight report results in an external report to C2 or JVMF SA when appropriate... i.e. a GFAS/HFI indication that generates a geo-located enemy position automatically reported inter-flight if correlated with another aircraft's indication should also produce an automatic JVMF SPOT or SITUATION report. Smart Digital Communication Network: Provide smart digital communication so the proper network is automatically selected based on the message/report selected and the addressee.
