Description

The Department of Veterans Affairs, VISN 20, Portland VA Medical Center located at 3710 SW US Veterans Hospital Road, Portland, OR 97239, in accordance with FAR 13.106(b)(1) intends to solicit from a single source. University of Washington Department of Laboratory Medicine is the only vendor capable of providing universal / generic Polymerase Chain Reaction (PCR) lab testing to identify infectious forms of bacteria, fungi, and Acid-Fast Bacilli (AFB) directly from a specimen. The NAICS Code is 621511 and the size standard is $30.0 million. The statutory authority for restricting competition under Simplified Acquisition Procedures, or Single Sourcing, for acquisitions under $150,000.00 or Simplified Acquisition Threshold (SAT) is 41 U.S.C. 253(c), as implemented by FAR 13.106-1(b). This notice of intent is not a solicitation or request for offers. No solicitation package is available. All responsible sources may submit a capability statement. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that the responding company can provide universal / generic PCR lab testing to identify bacteria, fungi, and AFB directly from a specimen. Responses must be received no later than 12:00 pm on June 26, 2014. All responses must be e-mailed to carley.graham@va.gov.
