- Statement of Work This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation, NB194000-14-02581 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73. (iv) This solicitation is a 100% small business set-aside. NAICS Code is 562998, Small business size standard is 500 employees. (v) This combined synopsis/solicitation is for the following commercial item(s): 0001: Removal of Scrap Metal from NIST site in Boulder, CO (vi) Description of requirements for the items to be acquired: The Contractor shall recycle all of the scrap metal that is not included in other construction, demolition, or renovation contracts at NIST Boulder and minimize the use of landfills. There shall be no cost to the Government for placement and pick-up of the contractor's scrap metal bins. The contractor shall provide estimates for exceptional scrap metal pick-ups (including but not limited to sea containers, trailer pick-ups, or pick-ups from other on site locations) as requested. The Government intends to award this as a one (1) year base contract with four (4) option years A. Specific Requirements 1. The Contractor must be able pick up and deliver recycle containers from the NIST Boulder site. The Contractor will empty the scrap metal container/s within 48 hours of being requested to do so by the NIST staff authorized to request dumpster exchanges. The contractor will ensure there is always a container with the capacity to receive scrap metal at the approved NIST Boulder site location. There shall be no cost to the government for dropping or picking up the recyclable containers. 2. A rate for gross ton recyclable comingled scrap metal shall be negotiated. Also a rate, by pound, for single commodities (including, but not limited to, brass, stainless steel, aluminum, etc.) shall be negotiated. The Contractor shall maintain accurate weight records, listed by commodity, and provide copies of those records to the COR. (vii) FOB Destination for delivery to 325 Broadway, Boulder CO, 80305 (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. All offers must include shipping FOB Destination. (ix) FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will award a fixed price contract based on the following factors: Lowest Price, Technically Acceptable, Technical capability (capability of the service offered to meet the agency need), price and past performance. Technical capability will be evaluated by how well the proposed services meet the Government requirement as stated in Paragraph (vi). Since the Government does not intend to pay for these services, but instead expects to be paid a percentage of the profits for the services, the price to be evaluated will be how much of a percentage of the proceeds the awarded vendor will offer NIST. (x) The offeror must have completed the Online Representations and Certifications Application (SAM) which is the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. Reps and certs must be uploaded to the System for Award Management at www.sam.gov. (xi) FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items applies to this acquisition. Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are b(12), b(26), b(27), b(28), b(29), b(31), b(38), b(42), b(48). (xiii) The following clauses are also applicable to this acquisition: CAR 1352.209-73, CAR 1352.209-74, CAR 1352.246-70 (Place of acceptance will be the address at Para (vii)).
