- This is NOT a Request for Proposal (RFP). It is anticipated that a RFP will be issued within 1 day after the release of this announcement. The AST Balkans Contingency Contracting Office, Camp Bondsteel, Kosovo is soliciting proposals to local vendors in and around the Pristina, Kosovo area for the connection of U.S. facilities to commercial power at Film City under solicitation W564KV-14-T-0089. In order to accomplish this mission, AST CCT proposes to award to one responsible vendor in the local area using a Firm Fixed Price Contract. The contract will be for the period stated in the solicitation, with notice to proceed expected on 15 July 2014. The purpose of this acquisition is to provide sufficient material, labor, and equipment to connect the U.S. Facilities at Film City to commercial (KEK) power. The following sites will need to be connected: U.S. National Support Element (NSE), MWR & Laundry, AAFES PX, AAFES Burger King, U.S. National Intelligence Cell-NIC and KFOR Link. This project includes providing all necessary equipment. The work shall include but is not limited to: a power systems survey, a one line diagram of existing Main Distribution Panel (MDP). Provide a modified one-line diagram reflecting the new additions and changes. The drawings shall include a site plan and include all equipment installed. Furnish all labor, materials, tools, transportation, lifting and hoisting equipment, services, and facilities required for the complete installation of all work described, and outlined in the following statement of work. The work shall also include all material, equipment, and apparatuses not listed, but which are necessary to make a complete working installation of systems. The work of the contractor shall meet all local codes, and be in compliance with the most current National Electrical Code. Special Qualifications to note for this project are as follows: 1. The contractor must have a master electrician qualified to certify all work on electrical power distribution systems. 2. The contractor shall provide written evidence within its proposal that it has sufficient capabilities and resources, including capital, labor, equipment, licenses, and approvals from local authorities necessary for execution of the work requested and described. 3. The contractor shall provide written evidence pertaining to the following: List of past performance of similar projects (military base projects, etc). List of qualified personnel. List of equipment required to accomplish the work. Critical Construction notes include the following: 1. All loads are critical to normal operations and shut-downs will require 5 days advanced notice and coordination with personnel that are working there. 2. Power cannot be interrupted during normal operating hours, all shut-downs and outages required must be performed after hours and on weekends. 3. Power must be restored prior to normal operating hours. 4. Contractor should provide all breakers and essential hardware necessary for all connections to new and existing loads. 5. All new fixtures provided are to be manufactured from a known reputable manufacturer and must be designed for the intended use and must be installed as recommended by the manufacturer specifications. 6. All conductors to be copper THHN-THWN. 7. All fittings, conduit bodies, connectors and couplings to be steel, or malleable, connectors to have insulated throat. 8. All materials to specification grade, and all work installed in a professional manner and methods found on typical public works projects. 9. All new conduits shall contain a proper size ground wire with the branch conductors. 10. All fasteners and supports to meet the load requirements, and suitable for the application. 11. The contractor will be responsible for any damages on the KFOR property. All other requirements pertaining to this project are stated in the Performance Work Statement (PWS) and the solicitation. The entirety of this project will be completed in Film City (Pristina, Kosovo). The North America Industry Classification System (NAICS) code for this classification is 221122, Electric and Other Services Combined. This acquisition does not require the handling or generation of classified information. There are no requirements for visa or passports for this acquisition; however the level of security will be determined by KFOR Film City officials. Contractor personnel performing work under this contract must be able to gain access to KFOR Film City, at time of the proposal submission, and must maintain the level of security required for the life of the contract. The security requirements at each site will be in accordance with applicable U.S. policies and regulations and KFOR Film City access policy. The Government contemplates awarding a single Firm-Fixed Contract for the completion of this construction project. This solicitation will be completed with the use of oral solicitation to local vendors provided by the requesting activity and on ASFI/ FedBizOpps. Once the solicitation is completed, vendors will receive the solicitation through electronic formats and via fedbizopps. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. Offerors must register in the System for Award Management at www.sam.gov prior to contract award. The solicitation will be posted to the FedBizOpps website located at www.Fedbizopps.gov. Firms can search for the solicitation by solicitation number, W564KV-14-T-0089. It is the offeror's responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments.
