Description
The U.S. Department of Commerce, National Logistics Supply Center, Silver Spring, MD intend to award a purchase order for 10 (ten) all radiation hazard meters for the safety program on the NEXRAD program to replenish the National Logistic Service Center stock in Kansas City, MO. ASN: R400-SE46, NSN: 6625-01-492-3940, P/N: 70373. The purpose of this acquisition is to obtain spare assemblies for the NEXRAD. All spares for this system are required to be identical to the item which was provided with the original equipment. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisition Procedures and FAR Part 12 Commercial Items. It is not possible to substitute for this item; any logistical spares must be form, fit, and function identical to the original equipment item. L-3 Communications considers this item as proprietary and is the only known source of supply. This company has been vetted by the Engineering Division as the source of replacement, since the original equipment was subjected to a stringent qualification test regime which included operational testing, field testing, and environmental qualification testing and current that company has moved on to other projects and no longer makes the Meters for the National Weather Service. These Meters are a safety necessity in the Technicians line of work and ensuring they aren't subjecting themselves or the equipment to unknown hazards. Acceptance of any item other than the original equipment would require that testing be completely re-accomplished. This is not acceptable, as it would require significant funding and time to accomplish and would result in field NEXRAD systems being unavailable during the period. L-3 communication radiation hazard meters are the only known deemed acceptable at this time. The NAICS code for this action is 334519. The NWS special packaging/marking requirement will be applicable. Firms, who believe they can provide this supply, must furnish detailed information that demonstrates their experience and capability to provide the supply, and satisfy the Government's needs. In addition shall include name, telephone number and address of concerns for which you have furnished this type of supply previously. Interested parties must respond within (7) seven calendar days after publication of this notice. If no affirmative responses are received, the Government intends to issue contract to L3 Communications Company. All contractors doing business with the Government must be registered with the System for Award Management (SAM). No award can be made unless the vendor is registered with SAM.
