- Draft SOW This is a Request for Information for a tentative requirement for a literature review as broadly defined in the attached Draft Statement of Work. As part of its market research, BLS is issuing this RFI to determine if there exists an adequate number of qualified interested GSA Schedule contractors capable of creating a communication plan as further described in the Draft SOW. The Government may use the responses to this RFI for information and planning purposes. The Draft SOW describes only the currently contemplated possible scope of services and may vary from the work scope in a final SOW included in any Request for Quotations (RFQ). The anticipated period of performance is July/August 2014 to September 2014. All work will be offsite at the contractor's worksite. All businesses may submit responses. This RFI is only for the purpose of identifying potential sources as part of BLS' market research. No RFQ exists; therefore, do not request a copy of the RFQ. BLS is not required to use FBO for any resulting RFQ. Responses to this RFI are not quotes on which BLS can issue any purchase orders. This RFI is issued for information and planning purposes only and does not itself constitute a Request for Quotations (RFQ). The Government does not intend to award a purchase order(s) or BPAs based only on responses to this RFI. All information received in response to this RFI marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the RFI will not be returned. Respondants are solely responsible for all expenses associated with responding to this RFI. BLS will not pay for information received in response to this RFI. There is no commitment by the Government to issue an RFQ, make an award or awards, or to be responsible for any monies expended by industry responses to this RFI. Please submit your Capability Statement, no longer than 10 pages. Include any relevant information on your company and brief descriptions of recent and relevant projects for tasks similar to those in the Draft SOW. Your firm should be able to the tasks as broadly described in the draft SOW. However if your firm is unable to meet all the tasks, please describe how you would address the remaining tasks either through subcontracts or new hires. If your small business has a small business designation, i.e. 8(a), HUBZone, Service Disabled, etc. please make sure that information is displayed. Also please include, if possible, based on your experience and industry best practices, a level of effort and general timeline for such a requirement.
