Description
U.S. Immigration and Customs Enforcement (ICE), a component of the Department of Homeland Security (DHS), intends to solicit for detention management, food, and transportation services at the Buffalo Federal Detention Facility (BFDF), located at 4250 Federal Drive, Batavia, NY14020. The services required for this 650 male-bed facility include detention management, transportation and food services, in support of ICE's Buffalo Field Office. The contractor shall furnish these services, including a trained and qualified management staff, supervision, manpower, relief officer(s), vehicles, and all other equipment and/or materials necessary to perform the identified services, in accordance with the Performance Work Statement (PWS). Under this requirement, the contractor shall provide support seven (7) days a week, twenty-four (24) hours per day, and three-hundred and sixty-five (365) days a year. Additionally, the Contractor shall obtain all required permits, licenses, and insurance required to operate as a qualified security service company, in accordance with all applicable laws, statutes and regulation of the State of New York. The Contractor shall maintain current permits/business licenses and insurance, and shall comply with all applicable federal, State, and local laws and all applicable Occupational Safety and Health Administration (OSHA) standards, throughout the term of the contract. The Government anticipates the award of a ten (10) year and sixty-day Indefinite Delivery Indefinite Quantity (IDIQ), Task Order contract, using fixed unit pricing. The Government anticipates awarding under one of the following potential structures: A) One (1) 60-day transition period with one (1) one-year base period and nine (9) one-year optional periods; OR B) One (1) 60-day transition period with one (1) five-year year base period and one (1) five-year optional period The government reserves the right to award the period of performance structure determined to be in the Government's best interest, at the time of award. The Service Contract Act (SCA) is applicable to this acquisition. All required clauses, provisions and transportation routes will be included in the solicitation and resulting contractual instrument. This procurement is being competed as competitive 8(a) set aside. The anticipated release date of the solicitation is on, or about July 10, 2014. The solicitation closing date will be, at a minimum, 30 calendar days after release of the Request for Proposal (RFP). All interested vendors submitting proposals as the prime contractor will be required to attend a mandatory site visit anticipated for 9:00am, Tuesday, July 15, 2014. Offerors are limited to two (2) representatives per company. At least one (1) representative is required for each prime contractor. Subcontractors may attend but their attendance is not mandatory. A background / criminal history verification must be performed for Contractor personnel attending the site visit at the detention facility. Therefore, all Contractor personnel attending the site visit shall provide their full names, date of birth, social security number, and readable copy of their driver's license or passport to Contract Specialist Gervonna Williams via email at Gervonna.Williams@ dhs.gov no later than 9:00am EST Monday, July 10, 2014. Site visit attendee information shall be submitted using compression software. Vendors can either purchase a copy of WinZip at www.winzip.com or use the compression software included with Windows. The associated password shall be submitted under a separate e-mail by the aforementioned date and time. Please Note: There is no character length or mixed case requirement imposed on your password. On the date of the site visit, company representatives shall present photo identification, matching the information provided, in order to be allowed access to the facility. Anyone attempting to attend the site visit without prior notification will be denied entry. Please do not submit any personal identification background information to the POC until after the solicitation has been posted. All prospective offerors must be registered in the System Award Management System at www.sam.gov. Amendments to this synopsis will be made as needed and posted to https://www.fbo.gov/
