Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-14-T-0158. This acquisition is issued as an Request for Quotation (RFQ) (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Federal Acquisition Circular (FAC) 2005-74 effective 30 May 2014. (iv) This acquisition is set-aside for total small business. The associated NAICS code is 423410. The small business size standard is 100 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001, one (1) Streak Camera and related hardware/software with Salient Characteristics listed below in section (vi); CLIN 0002 one (1) Spectrograph and related hardware that is compatible with the Streak Camera in CLIN 0001; CLIN 0003 The Contractor shall deliver CLIN 0001 and CLIN 0002 to Army Research Laboratory(ARL), Adelphi, MD; B4600, L1024 (vi) Description of requirements: The US Army Research Laboratory's (ARL), Weapons and Materials Research Development (WMRD) directorate requires one (1) High Dynamic Range Streak Camera and one (1) Spectrograph (Army Research Laboratory(ARL), Adelphi, MD; B4600, L1024). CLIN 0001: The Contractor shall provide and install, one (1) Streak Camera and related hardware/software that meets the minimum requirements defined below: The camera shall have a maximum foot print of : 310 mm Height, 390mm Width, and 275mm Depth. Capabale of a 10000:1 dynamic range. Temporal resolution capability of less than10 picosecond (ps). Cathode size of less than 20 millimeter(mm). Be capable of simultaneously measuring light on, time and wavelength axis. Spectral range with a minimum of 200 nanometers (nm) and a maximum of 850 nanometers (nm). Be capable of being controlled by General Purpose Interface Bus (GP-IB) Be capable of a sweep time with a minimum of 500 picoseconds and a maximum of 1 millisecond Sweep repetition frequency with a minimum of a single sweep to a maximum of 1 kilohertz (kHz) Input optics with a spectral range of a minimum of 200 and a maximum of 850 nm Digital data acquisition software capable of displaying and analyzing images from streak camera in IMG, TIFF or ASCII format. The software should be capable of viewing the image on the streak camera in real time on the video monitor The digital data acquisition software should include a frame grabber card and appropriate wires to interface the camera with the computer Include a digital Charge Coupled Device (CCD)camera with 1024 pixels for displaying images from the streak camera. Supply a compatiable mount for CCD camerathat will interface with the streak camera. Output optics that are compatible with CCD camera. CLIN 0002: The Contractor shall provide one (1) Spectrograph and related hardware that is compatible with the Streak Camera in CLIN 0001 and that meets the minimum requirements defined below: 1. The Spectrograph shall have a minimum focal length of 300 millimeter (mm). 2.The Spectrograph shall have a maximum foot print of : 350 mm Height, 450mm Width, and 600mm Depth 3.Include three (3) gratings that are capable of detecting a spectral range with a minimum of 200 nm and a maximum of 850 nm 4.Supply a mount table capable of holding the above spectrograph: CLIN 0003 Shipping The Contractor shall deliver CLIN 0001 and CLIN 0002 to Army Research Laboratory(ARL), Adelphi, MD; B4600, L1024. The Contractor shall provide one (1) manual to ARL personnel for the proper use and maintenance of the unit at the time of installation. The Contractor shall provide one (1) year warranty on all items. (vii) Delivery is required by six (6) weeks after date of contract (ADC). Delivery shall be made to The Army Research Laboratory (ARL), Adelphi, MD, 20783. Acceptance shall be performed at The Army Research Laboratory (ARL), Adelphi, MD, 20783. The FOB point is destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. The Technical element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include three (3) records of RELEVANT sales from the previous 24 months. Offerors shall identify a point of contact for each sale by providing a name and telephone number. Price will be evaluated based on the total proposed price, including options, (if any). Technical and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause: NONE.
