Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E136, Bethesda, MD 20892, UNITED STATES Description National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB) plans to procure on a sole source basis Image Storage Server License using DICOM-RT storage service protocols from MIM Software, 25800 Science Park Drive, Cleveland, OH 44122. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 511210 and the business size standard is $35.5 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery shall be made within thirty (30) days after receipt of award. It has been determined there are no opportunities to acquire green products or services for this procurement. This acquisition is for the acquisition of Storage Server Software that supports the DICOM-RT extensions in addition to those of the standard DICOM 3.0. This software will be installed on a Government-owned server which meets application specifications. The software will support the storage and retrieval of all known Radiology and Nuclear Medicine image storage as described in the National Electrical Manufacturers Association (NEMA) publication PS 3.3-2011 Digital Imaging and Communications in Medicine (DICOM) Part 3: Information Object Definitions as well as NEMAs Supplement 11: Radiotherapy Objects. MIM Software Inc. (previously known as MIMVista Inc.) is the sole provider of such a system. They have extensive experience in medical image processing, including multi-modality image registration and fusion. They have developed the software routines to read and interpret (as well as write) the DICOM-RT objects from all vendors of radiotherapy equipment. Their principal product is currently known as MIM Maestro which is currently owned by the ROB and is utilized for multi-modality registration and fusion of image sets and for the addition of both total dose and isodose distributions from differing treatment modalities and different vendors. As a result, of MIM Software's knowledge in combining image and treatment data from a variety of vendors and imaging modalities for their registration/fusion software, they have developed DICOM-RT Storage Service software which provides external, independent storage of all pertinent radiation therapy data. They are the sole source of software with this capability. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00EST, on July 10, 2014. All responses and questions must be in writing and faxed 240-276-5401or emailed to Terry L. Galloway, Contracting Officer via electronic mail at gallowaytl@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
