Description
Attachments 1 through 10. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is NAMA-14-Q-0085 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-75 effective June 24, 2014. Contract Line Item (CLIN)s: See Attachment 1, Schedule of Prices. This requirement is unrestricted under NAICS code 611430, Professional development training with a size standard of $10.0 Million. The Product Service Code (PSC) is U008, Training/Curriculum Development. REQUIREMENT: The purpose of this acquisition is to obtain a Leadership Development course for NA/RA’s archivist employees. See Attachment 1, Schedule of Prices; Attachment 2, Performance Work Statement ; Attachment 3, Quality Assurance Surveillance Plan ; Attachment 4, Performance Requirements Summary ; Attachment 5, Purchase Order Administration ; Attachment 6, FAR 52.212-5, Full Text ; Attachment 7, Additional NARA Terms and Conditions (Addenda to FAR clause 52.212-4); Attachment 8, Quotation Submission Instructions ; Attachment 9, Evaluation Factors for Award ; and Attachment 10, Non-Disclosure Agreement PLACE OF PERFORMANCE : It is anticipated that a majority of the work will be performed at the successful Contractor’s facility with infrequent meetings at NARA’s Archives II facility in College Park, MD and the training to be delivered at NARA’s Archives I facility in Washington, D.C. The following Federal Acquisition Regulation (FAR) clauses are incorporated and are to remain in full force in any resultant purchase order(s), with the exception of FAR provisions which will be removed prior to issuance of the purchase order(s) : FAR 52.212-1, Instructions to Offerors - Commercial Items (April 2014); FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (May 2014) - An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision. ; FAR 52.212-4, Contract Terms and Conditions - Commercial Items (May 2014) -- see RFQ Attachment 7, Additional NARA Terms and Conditions (Addenda to FAR clause 52.212-4) for Addenda to this clause; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (JUN 2014) – see RFQ Attachment 6, FAR 52.212-5, Full Text for the full text of this clause. EVALUATION : The Government reserves the right to award on the initial quote without discussions of this procurement. Evaluation and award will be in accordance with the procedures at FAR Subpart 13.106-2, Evaluation of Quotations or Offers and in accordance with the guidance at FAR 12.301(c)(2). A purchase order will be issued to the Contractor whose conforming quotation in response to the RFQ will be most advantageous to the Government. Best value for this procurement will be obtained through a best value tradeoff wherein the following technical factors are of equal importance and, when combined, are more important than cost or price. The technical factors are as follows: 1. Technical Understanding and Approach and 2. Past Performance (See Attachment 8, Quotation Submission Instructions and Attachment 9, Evaluation Factors for Award. Selection of the firm to perform this purchase order will be based on NARA’s assessment of the overall best value to the Government. Contractors must submit their pricing in accordance with RFQ Attachment 1, Schedule of Prices. QUESTIONS : Questions regarding this RFQ must be submitted in writing to the Contract Specialist, Mr. James Philiposian (Contractor Support) no later than 3:00 PM ET on July 8, 2014 to be considered. Questions may be submitted to Mr. Philiposian via e-mail: james.philiposian@nara.gov or fax: (301) 837-3227. Questions submitted at a later date may not be answered. The Government will answer questions or requests for clarification via a written RFQ amendment. SUBMISSION OF QUOTATIONS: Hard copy submission : An original plus one copy of each quotation should be mailed to National Archives and Records Administration (NARA), Attention: Mr. James Philiposian (NAMA-14-Q-0085), 8601 Adelphi Road, Room 3340, College Park, MD 20740-6001. Electronic submission : Quotations may also be e-mailed to: james.philiposian@nara.gov. Contractors submitting via e-mail are cautioned to allow one extra business day for delivery and confirm receipt of quotation as the e-mail will need to pass through IT security. Additionally, emails containing attachments which exceed 25 megabytes (MB) will not pass through NARA’s email system. SUBMISSION DEADLINE: Quotations must be received by 3:00 PM ET on July 15, 2014. Failure to submit quotations by the due date may result in rejection of the quotation as untimely.
