- Sources Sought Notice This Sources Sought Notice is for market research only. This Sources Sought Notice neither constitutes a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose. The vendor shall be responsible for any costs associated with preparing responses. Interested parties should submit a tailored capability statement for this requirement not to exceed fifteen (15) pages (including any attachments) that clearly details the firm's ability to perform the requirement described. Interested parties must articulate their qualifications and capability. Specifically, the Government requests that capability statements include the following information: 1. Provide the business name, a point of contact, and DUNS number. 2. What is the offeror's current certified business and socioeconomic status? 3. Does the offeror have interest as a prime or subcontractor? 4. What elements of the PWS would the offeror subcontract rather than perform with its own resources? 5. Provide a statement or explanation of the company's background, technical expertise, experience, staffing, and other capabilities that demonstrate the company's ability to perform the stated services and requirements. What is your team's knowledge and experience in the following areas? a.GAAP, FASAB, GAGAS, Internal Control Over Financial Reporting (ICOFR), Internal Controls Over Financial Systems (ICOFS), DoD financial management regulations, policies and procedures and DoD and Army organizational structures. b.Office of Management and Budget (OMB) policies and federal financial management systems requirements related to financial management, auditability, and/or audit readiness. c.DoD, Army, and Army Materiel Command regulations, instructions, directives, policies, systems and procedures for personnel, acquisition, inventory, property and material management. d.Information technology systems, specifically the Logistics Modernization Program (LMP). e.Financial statement audits and audit readiness services within the DoD, the Federal Government, or Fortune 500 companies. 6. How would the offeror maintain stability and continuity in its workforce during performance of the contract? 7. Has the offeror ever had a Department of Defense Contract? If so, answer the following: a. How large was the team? b. What was the total value of the contract? c. How large was the customer organization? 8. How does the offeror's team of personnel demonstrate knowledge and experience to work on-site with the Department of the Army staff? 9. How does the offeror demonstrate the necessary skills, relevant experience, and capabilities to successfully perform all tasks in the PWS? 10.What experience does the offeror have, consistent with statutory requirements, in providing program management functions such as recruiting, retaining, training and supervising a diverse group of 15 plus personnel located in various support locations? All capability statements sent in response to this Sources Sought must be submitted electronically (via e-mail) to the following email address: Kristina.k.morrow.civ@mail.mil, no later than 9:00 am EST, on Monday, July 14, 2014.
