Description
PRE-SOLICITATION NOTICE Solicitation No.: SGE500-14-R-0059 The American Consulate General, Frankfurt, hereby provides the following Pre-Solicitation Notice in respect of the issuance of a Request for Proposals (RFP) for: CONSTRUCTION SERVICES, ELECTRICAL UPGRADE, AMERICAN EMBASSY CAIRO, EGYPT The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm-Fixed-Price type construction contract on behalf of the American Embassy Cairo, Egypt. The Contractor is solely responsible for providing construction services necessary to meet the requirements of this contract within the established schedules. The Contractor shall perform the electrical upgrade in accordance with the technical requirements which will be provided with the solicitation. Work is summarized as follows: The Electrical Upgrade shall include (but is not limited to): installation of new main distribution panel boards, Automatic Transfer Switches (ATS), automatic power factor corrections, digital metering, and switchgear room interior/exterior rough-in, and finished electrical lighting and power distribution and control. The estimated magnitude for the entire project is between $1,000,000.00 and $5,000,000.00 U.S. dollars. A Pre-Proposal Conference followed by a site visit will be held at the American Embassy Cairo. The conference and site visit date are scheduled for 10:00 AM, on Monday, July 14, 2014. Companies interested in attending the Pre-Proposal Conference shall express their interest by written correspondence to the attention of Hala Kaldas, at KaldasHB@State.gov, no later than Wednesday, July 9, 2014, using solicitation number: SGE500-14-R-0059 in the subject line. DO NOT TELEPHONE. Attendees to the Conference must be pre-announced; please provide Ms. Kaldas the Companies Name, the full name of the attendee (as shown on the passport), nationality, passport number, and country issuing the passport. We must limit the number of attendees; not more than three representatives from any one company may attend. Attendance at the pre-proposal conference is not a mandatory requirement for submitting a proposal. The U.S. Government is not responsible for reimbursing any company for costs associated with attending the Pre-Proposal Conference. The solicitation package will only be available in the English language. All requirements for translations will be at the expense of the contractor. Additionally, you are required to complete and provide with your expression of interest the following check list: SOLICITATION DOCUMENTATION CHECK LIST In checking the boxes of this check listing, you are acknowledging that your company is able to reach compliance with the following requirements included in the solicitation package to be posted. - Business Licenses to Work in a Foreign Country: In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), you will be required to provide written certification that authorization to operate and do business in Egypt has been obtained. - You will be required to provide information that clearly shows you are able to work in Egypt. Any entry or work visa issues shall be clearly discussed with a plan to mitigate any risk clearly identified. - Irrevocable Letters of Credit (ILCs): You will be required to show by way of a letter from a financial institution that your company will be provided with ILCs totaling 20% of the value of the contract. The amounts being approved by your bank will need to be written into the documentary proof. The failure to provide the above documentation when submitting your proposal, may result in your proposal being found technically unacceptable and removed from the competition without further discussions. The solicitation and award will be subject to the laws and regulations of the United States of America. This requirement is being competed utilizing full and open competition procedures. Posting of the solicitation (on this website) will happen on approx July 3, 2014. All solicitation information will be attached except Sensitive, but Unclasssified (SBU) drawings and documents. Any Vendor interested in receiving a CD-ROM with these files, must contact David A. Cubitt, at CubittDA@State.gov with their request for a copy of the CD-ROM, and full mailing information to include the company's physical address, the recipients name, title, telephone number, and email address.
