Description
Notice of Intent to Sole Source: The Bureau of Reclamation, Lower Colorado Regional Office, Boulder City, Nevada, intends to award, on a sole source basis, a Blanket Purchase Agreement (BPA) for five (5) years to Eurofins Eaton Analytical, Inc., Monrovia, CA. The Bureau of Reclamation, Lower Colorado Region, requires extremely low-level analysis for 90 individual contaminants of emerging concern (CEC) in water samples from the Colorado River, some of which are present in the 5 to 100 ng/L range. Reclamation collects a variable number of water samples from the Colorado River and its tributaries on a monthly basis, for an estimated 70 to 90 samples per year. One of these sampling projects involves research by Denver TSC for determination of habitat suitability for quagga mussels, which has been ongoing for the last 18 months and is expected to continue for several years. These samples need to undergo analysis for CECs, which is a suite of analytes potentially present in very low concentrations (parts per trillion and less) in all surface water that receives return flow from agricultural and municipal areas. Based on market research, only Eurofins Eaton Analytical is able to offer analysis for all the required 90 CECs that are considered androgenic (coming from humans) in the concentrations seen in the Colorado River over the last 18 months of testing. While one respondent analyzes as many as 216 emerging contaminants, the only two chemicals present in every Colorado River sample tested to date are missing from their analyte suites, and the lab would have to undertake method development in order to add them. That lab analyzes caffeine and other common chemicals as substitutes for sucralose and acesulfame-K, but our testing shows that these compounds do not consistently occur in the Colorado River samples. Other laboratories that test water samples for some or most of the required contaminants are not able to meet low enough reporting limits requirements for the ultra-low concentrations found in the Colorado River. Through the past 18 months of testing, we know that at least these two compounds and several others are present in ultra-low concentrations in the river, and our market research determined that most laboratories are not able to meet the required reporting limits for all 90 compounds at this time. A Justification for Other Than Full and Open Competition has been prepared in support of this acquisition. This procurement will be awarded using Simplified Acquisition procedures.
