Description: NAVSUP Fleet Logistics Center Norfolk “ Philadelphia Office intends to acquire on a sole source basis, under the authority of 10 USC 2304(1), only one responsible source, as implemented by FAR 6.302-1, with Wikistrat, Inc to provide strategy, policy, analytical, technical, and research support services that require unique skills and experience in maritime and derivative strategies (ie., 21st Century Seapower), regional security issues, global geopolitics, and long term strategies. The services required under this effort include supporting evolving maritime and naval strategies based on national security policy, and evolving threats to advance U.S. Naval Forces ™ interests and objectives worldwide. Utilizing a draft strategy document provided by the government (A Cooperative Strategy for 21st Century Seapower (Refresh 2014)), the contractor will be responsible to accomplish two main tasks under this order. The first task includes conducting an online, collaborative śred team ť analysis of the draft strategy utilizing a group of subject matter experts (selected by the government) as well as government representatives, synthesizing criticisms and recommended changes, and developing content enhancement and restructuring recommendations proposed by a consensus of the group. The second task includes delivering a written report of the red team analysis and providing the government with online access to the entire record of the red team effort proceedings. The period of performance can last NLT 21 days. The Government anticipates award of a firm fixed price purchase order and this acquisition will be conducted in accordance with the provisions stated in FAR Part 13 (Simplified Acquisition Procedures). This notice of intent is not a request for quotes “ however, the Government will consider information received by the specified response date. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement based on responses received is solely within the discretion of the Government, and will not pay for information submitted in response to this notice.
