- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is set aside for small businesses. The NAICS Code for this synopsis/solicitation is NAICS, 334516, Analytical Laboratory Instrument Manufacturing corresponding index entree Surface Area Analyzers Manufacturing, Size Standard 500 employees. Solicitation/Purchase Request Number F2KBAA4118A001 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-75, Effective 24 Jun 2014. NOTE: Please provide a BRAND NAME OR EQUAL quote for the item(s) below. If an "or equal" quote is submitted, the proposal will be sent to the technical advisor for compatibility and verification. ANY OFFEROR PROVIDING AN OR EQUAL PRODUCT SHALL THOROUGHLY DESCRIBE HOW THEIR PRODUCT MEETS ALL THE REQUIRED CHARACTERISTICS LISTED. FAILURE TO DO SO WILL MAKE THAT OFFEROR NON-RESPONSIVE AND WILL NOT BE CONSIDERED FOR AWARD. The Government intends to award one contract with three (3) Contract Line Item Number (CLIN): For a one Surface Profilometer to specifications as follows: CLIN 0001: QTY: 1 UNIT OF ISSUE: EA -Surface Profilometer Manufacture: KLA-Tencor, Part Number 0389982-000, Description Model P-7 -Specifications and Minimum Requirements -Probe type - Contact (also known as a Stylus Profilometer) -Motorized Stage; Lateral Motion for Sample Positioning - 125mm -Motorized Stage; Rotation - 360 degrees -Sample Mounting - Non-magnetic -Sample Clearance (maximum sample thickness) - 40mm or greater -Vertical Range (greatest change in height the profilometer can tolerate) - 0.5mm or greater -Lateral Scan Range - 100mm or greater -Step Height Repeatability - (Vertical Resolution) - < 10 angstrom -Sample Alignment Camera - 2.5 megapixel or greater camera -Maximum Sample Thickness - 40mm or greater -Maximum Sample Area- 125mm or greater diameter circle -Maximum Target Area - 125mm or greater diameter circle -Lateral Resolution - 1 micron or lower -Software Control - Must be Windows 7 Compatible -Data Output - Must be able to generate a 3D image of a surface and save this image as a TIFF, GIF, JPEG, PNG, or BMP. Must be able to complete surface topography, surface thickness, and thin film cross section measurements. Must be able to export a numerical breakdown of 3D image and cross section measurements as a CSV or Microsoft Excel File. -Power Requirements - Must be able to plug into a standard US 120V AC three prong outlet -Isolation Pads - Optional CLIN 0002: QTY: 1 UNIT OF ISSUE: EA -CALIBRATION STANDARDS or Equal -Must be suitable for calibrating the supplied surface profilometer so that it can perform as well as claimed by the manufacturer. CLIN 0003: QTY: 1 UNIT OF ISSUE: EA -Installation and training -Specifications -1 DAY of on-site technical support to set up the purchased surface profilometer, verify it performs as claimed by the manufacturer, and train at least one member of the AFRL on how to operate and maintain the installed profilometer. FOB: Destination INSPECTION AND ACCEPTANCE: Destination DESIRED DELIVERY DATE: 27 Jul 14 In accordance with FAR 13.106-1(a)(2) offerors are notified that award will be made on the basis of best value. Acceptability is determined by conformance to all details described for each CLIN. In accordance with FAR 13-106-2(b)(1), Offerors are notified that each may be required to provide documentation supporting the price, cost and/or cost realism supporting the quoted prices. Failure to furnish supporting documentation expressly requested and necessary for the agency to perform price, cost and/or cost realism analysis is grounds to reject the quote. All payments are to be paid via the Internet through the Wide Area Work Flow (WAWF) system. WAWF may be accessed at https://wawf.eb.mil. AFFARS 5352. 201-9101 Ombudsman: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition.
