Description
The Drug Enforcement Administration (DEA) Special Testing and Research Laboratory (SFL1) requires an automated robotic extraction system required for the Heroin Signature Program. This requirement is not being solicited commercially. SFL1 employs instrumentation and advanced methods to provide scientific data for determine the processing methodologies used to convert morphine extract from the opium poppy to heroin in defined geographic locations. The applicable North American Industry Classification System (NAICS) is 334516- Analytical Laboratory Instrument Manufacturing. The Small Business Size Standard is 500 employees. This requirement is subject to Full and Open Competition (pending approval). The Government intends to procure this requirement in accordance with Federal Acquisition Regulation (FAR) Part 15 Contracting by Negotiation procedures. It is anticipated that this acquisition will result in the award of a single fixed price contract. The anticipated period of performance will consist of 6 months. The Request for Proposal (RFP) will only be available on the Federal Business Opportunities (FBO) webpage at http://www.fbo.gov. It is anticipated that the RFP will be made available for downloading on or about fifteen (15) days after publication of this announcement. Prospective offerors are responsible for downloading the RFP and all attachments. It is the offeror's responsibility to monitor FBO for the release of the solicitation and amended. Written and telephone requests will not be honored. It is anticipated that proposal will be due 30 days following the date of issuance of the RFP.
