Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes, determining whether to set-aside the requirement for small businesses and determining if commercial sources are available. Naval Facilities Engineering Command Mid-Atlantic is seeking Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. The work includes, but is not limited to, preventive maintenance and technical support for boiler operating and monitoring controls system at Building 1700, Marine Corps Base Camp Lejeune, North Carolina. Building 1700 is the Base Steam Plant, which provides heat and domestic hot water to Marine Corps Base Camp Lejeune. Building 1700 is equipped with Siemens manufactured and installed Distributed Control System (DCS). The work will include release and installation of new software revisions for the Siemens DCS, maintain critical repair parts warranted by the manufacturer, phone and on-site support for troubleshooting diagnostics, system modifications, and ensuring continuous operation of the steam plant. Procurement Method: Contracting by Negotiation FAR Part 15. The North American Industry Classification System (NAICS) Code for this procurement is 561210 and the annual size standard is $33,500,000. The contract term will be a base period one (1) year and four (4) option years. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. The contract will replace a contract for similar services awarded in 2011. Information about the incumbent contractors is included below: Siemens Industry, Inc. 1000 Deerfield Pkwy Buffalo Grove, IL 60089-4547 Requests under the Freedom of Information Act are not required for this information. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. All Businesses are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of this evaluation. One of the main functions of this synopsis is to assist the Contracting Officer in determining an acceptable strategy for this procurement. If a full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals. Any and all qualified firms are encouraged to respond. As a part of the notification, interested parties are also required to submit the following: Capability Statement to demonstrate the ability to perform the requirements listed above. DUNS number, CAGE code Business classification e.g. large business, small business, 8(a) business, HUBZONE business, WOSB, SDVOSB, etc. Notifications of interest must be submitted in writing via email; phone calls will not be accepted. Notifications that do not address all the required information will not be considered. Interested parties should respond as soon as possible but no later than 1600, 11 July 2014.
