- This is a notice for commercial items prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice. The solicitation number is HSBP1014R0047 and will be issued as Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-75. The associated North American Industrial Classification System (NAICS) codes for this procurement are 621511 with a small business size standard of $30.00M, and 541380 with a small business size standard of $14.00M. This requirement is competitive and 100 percent total small business set-aside restricted to current list of U.S. Department of Human and Health Services (HHS) Laboratories which meet minimum standards to engage in Urine Drug Testing for Federal Agencies and all responsible sources may submit a proposal which shall be considered by the agency. The requirement is for Forensic Drug Testing Services will be outlined in the solicitation and supporting documents. Questions must be submitted electronically via email by sending questions to lloyd.burton@dhs.gov. Questions will not be answered via telephone call. Submission of proposals shall be in accordance with the instructions in the solicitation document. The solicitation documents will be released via www.fedbizopps.gov. It is the intention of the government to issue a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract resulting from the RFP. The duration of the proposed contract will be a base year plus four one-year option periods. The first task order against the IDIQ contract will be awarded at the time of contract award. The total quoted price for all components, inclusive of options, will be the evaluated price. A price analysis will be conducted using one or more of the techniques listed in FAR 15.404-1(b) to determine whether proposed prices are fair and reasonable. The Government may conduct a cost analysis if a price analysis cannot be performed due to lack of sufficient information. The Government may determine that a proposal is unacceptable if the prices proposed are materially unbalanced between line items. Failure to comply with the submission requirements in the RFP document may result in the offeror's proposal as being determined non-responsive.
