- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The contractor shall provide supplies to the Research and Development Command, Edgewood Chemical and Biological Center at Aberdeen Proving Ground on a firm fixed price basis. Specific tasks include the delivery of a thin film measurement system as outlined in the contract technical specifications. The combined synopsis/ solicitation number is W91ZLK-14-T-0528. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-74, effective 30 May 2014. This requirement is a total small business set aside. The associated North America Industry Classification System (NAICS) code is 334516 and the business size standard is 500 employees. The Government contemplates award of a firm-fixed price purchase order for the following requirement: This project includes the delivery of a thin film measurement system that is capable of measuring film thickness from 1nm to 20 m using non-destructive means. Technical specifications of the thin film measurement system are included in the technical specifications. The Government contemplates a firm fixed price (FFP) contract vehicle, and shall not exercise any supervision or control over the contract service provider performing services herein. Period of performance shall be from date of award to delivery at end user. Travel will be at the contractor's own expense. NOTES to offerors: Offers shall note the award will be based on lowest price technically acceptable with special consideration to past performance. Special consideration to past performance means that if the Government discovers that a prospective contractor has had negative past performance on Government contracts they may be disqualified from the competition. Provide a firm fixed price quotation that itemizes all necessary labor, equipment and delivery costs. See the attached technical specifications (TS) for the required specifications.
