- SF18 Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 - as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation; paper copies of the solicitation will not be issued. The U.S. Department of Housing and Urban Development (HUD) is issuing Request For Quotations (RFQ) number DU205NC-14-Q-0065 for Insured Multi-Family Construction Inspections covering the entire States of Delaware, New Jersey, Pennsylvania and West Virginia for the Philadelphia Multi-Family HUB. The proposed RFQ is for an Indefinite Quantity Fixed Unit Price purchase order under the Federal Acquisition Regulation (FAR), Streamlined Procedures for Evaluation and Solicitation for Commercial Items. The period of performance for the enclosed Statement of Work is a base period of one (1) year, and one (1) option period of one year. The NAICS code is 541330 and the small business size standard is $14.0 million average revenue over the past 3 years. This is a competitive solicitation. Prospective quoters are asked to review the entire RFQ prior to the submission of a quotation. Quoter submission must clearly address the Selection Criteria stated in the RFQ. Quoters must provide a clear and legible Tax Identification Number (TIN) and Data Universal Numbering System (DUNS) Number. Questions regarding the RFQ must be submitted in writing to the attention of Thomas Williamson, Contract Specialist, U.S. Department of HUD, Chicago Contracting Operations Branch, 77 W. Jackson Blvd. #2517, Chicago, Illinois 60604-3507, via e-mail to Thomas.M.Williamson@hud.gov, within 10 calendar days from this announcement. Quotation submissions are due on July 25, 2014 @ 2:00 Central Time. Successful quoters must be registered in the SAM system at http://sam.gov. The Department of HUD intends to award a purchase order to the responsible quoter whose quotation submission conforming to the RFQ will be the most advantageous and offers the overall best value to the Government, price and other factors considered. The Department of HUD may issue a purchase order to other than the lowest price quoter. Submit prices for the base year period and the 1 option year in order for us to determine the best value quotation. The 3 hard copies of the quotations requested and the CD Rom must be submitted to the Chicago Office of the Chief Procurement Officer, Chicago Field Contracting Operations Branch, 77 W. Jackson Blvd. #2517, Chicago, Illinois 60604-3507.
