- SOL-DC-14-00034 Notice of Intent to Award a Sole Source Purchase Order for an upgrade to its Centron All-in-One environmental monitor, a validation kit for the Centron, and a single phase installation of the upgrades to the Centron and related software The U.S. Environmental Protection Agency?s Office of Acquisition Management intends to award a sole source, firm fixed-price purchase order on behalf of the Office of Chemical Safety and Pollution Prevention?s Biological and Economic Analysis Division (BEAD). The purchase order will be issued under the authority of FAR Part 13.106-1(b)(1), to Rees Scientific in order to procure an upgrade to its existing Centron All-in-One environmental monitor, a validation kit for the Centron, and a single phase installation of the Centron and related software.. Rees Scientific is the sole manufacturer of the Centron product line and, as such, has the exclusive copyrights, patents, and/or trade secret ownership of those products. EPA believes that there are no third party vendors authorized to provide the services required of BEAD. NO SOLICITATION FOR QUOTES IS AVAILABLE FOR THIS PROCUREMENT. Notwithstanding, any firm that believes it is capable of meeting the requirements as stated herein, may submit a capability statement by 1:00 PM ET on Thursday, 3 July 2014 for consideration. A determination not to compete the purchase order based upon the responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses must be sent via FedConnect.
