Description
I. Description of Requirement The NCI CCR Vaccine Branch seeks to purchase this particular irradiator which uniquely can serve the dual functions of irradiating both cells and animals in one instrument. No irradiator on the NIH campus currently has all of these capabilities in a single instrument. This request is for an irradiator designed for and capable of use with both cellular samples and small animals in the study of biological processes and therapy of tumors. An irradiator as a common resource for Bldg 41 is sorely needed. Thus, this instrument will be a building-wide resource serving multiple labs and will provide irradiation capability for the whole south end of the Bethesda campus, where there is none now. Integration of a biological imaging system in the irradiator is important for the Vaccine Branch's studies to define optimal ways to combine localized tumor irradiation and immunotherapies. Localized tumor radiation (instead of irradiation of a large region of the body encompassing the tumor and a large area of normal tissue), is how patient radiation treatments are designed, and proper modeling of radiotherapy and immunotherapy interactions requires a system that delivers radiation to mice with tumors in a targeted fashion, as patients are treated. The following features are necessary and unique to this particular instrument: • An X-ray tube that provides up to a maximum of 320kV X-Rays with up to a maximum of 12.5mA of power. • Internal Irradiator chamber size must be at least (h) 102cm x (w) 75cm x (d) 86 cm for a maximum irradiation area of at least 50cm diameter to allow the irradiation of the largest samples as well as provide for the highest sample throughput. This chamber size is also required to allow the incorporation of an integral Optical and X-Ray imaging module. • This large internal chamber size must fit into a cabinet that only utilizes a floor space of < 86x105cm for the cabinet and the X-ray generators. • Must include an electronically controlled variable collimator option that provides clear illumination of the desired irradiation field with an accuracy of +/-2% of the actual field. • Must include a touch screen control panel that allows complete software operation of the system. • Must include a touch screen control panel and software that provides for at least a standard operator mode and an advanced (super user/ supervisor) mode of operation. The super user/ supervisor mode of operation must allow for the set up and control of users and user passwords, the ability to set and change calibration settings and the ability to access and monitor the database of instrument use (time, dose, mA, date and user). • Must include the ability to perform continuous dose measurement and control of dose through an inline dosimeter that reports the real time dose generated by the X-ray tube through the touch screen control panel. • Must include a Programmable Shelf option that is integrated in the software and fully controlled and recalled for specifically saved programs through the touch screen operation. When a program is recalled the shelf adjusts itself to the correct height together with kV, mA, time or Dose in one operation therefore avoiding any operator error. • Must include automated filter recognition in the touch screen operated software to prevent accidental over-exposure of animals if the intended filter is not appropriately installed. • Must include remote diagnostics capabilities to allow the manufacturer to access the system electronically via the internet for remote diagnostics and for remotely installing all future software updates. • Must include an integrated Multimodal Molecular Imaging module allowing high resolution X-Ray and high sensitivity Optical imaging inside the X-ray chamber with the same detector at the same focal plane to provide for co-registration of the multimodal images inside the X-ray cabinet. The imaging module must be able to accommodate the capture of both X-ray and Optical imaging without moving the animal/sample. The integrated imaging module must be able to capture high sensitivity optical images before, during and after X-ray irradiation of the animals. • The irradiation system must be a system with a strong track record of use with at least 5 systems in the US biological irradiation research field for over 12 months and is referenced in many peer reviewed publications in the radiation research/ radiobiology scientific community. • Must include at least a 12 months warranty on parts and labor. II. Delivery Contractor(s) shall deliver the item within sixty (60) days after award to NIH/NCI Bethesda, Maryland 20892. The Contractor that receives the award will be provided with the complete mailing address and point of contact. Upon delivery, contractor must notify the NCI Contracting Officer's Representative (COR) to schedule the installation date and time. III. Installation and Training To be carried out by the manufacturer and shall occur within approximately one week of delivery. IV. Payment Payment shall be made after delivery, installation, and successful operation of the camera parts. Payment authorization requires submission and approval of invoice to the NCI COR and NIH Commercial Accounts. QUOTATIONS ARE DUE: July 14, 2014 at 11:00 am, EST. PROVISIONS AND CLAUSES: The following provisions and clauses will be incorporated by reference: 52.211-6 Brand Name or Equal (a) If an item in this solicitation is identified as quote mark brand name or equal, quote mark the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that quote mark equal quote mark products must meet are specified in the solicitation. (b) To be considered for award, offers of quote mark equal quote mark products; including quote mark equal quote mark products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate quote mark equal quote mark products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an quote mark equal quote mark product, the offeror shall provide the brand name product referenced in the solicitation. (End of provision) 52.212-1 Instruction to Offerors Commercial Items 52.212-2, Evaluation Commercial Items: The purchase order will be awarded to the Lowest Price Technically Acceptable (LPTA). The award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for the requirements/technical specifications stated above. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the proposal.
