- The U.S. Army Medical Research Acquisition Activity intends to award a sole source contract under the authority of 6.302-1 to Breakaway, Ltd., 11311 Mccormick Rd Ste 400, Hunt Valley, MD 21031-8621, for the performance of continued research and development efforts in support of the Telemedicine and Advanced Technology Research Center's initiative entitled quote mark A Theoretically Driven Investigation of the Efficacy of an Immersive Interactive Avatar Rich Virtual Environment in Pre-deployment Nursing Knowledge and Teamwork Skills Training. quote mark The work in this contract is a direct extension of prior and ongoing contract work at Breakaway and is a follow-on extension to this existing, multi-year, R&D effort. The original funding on award number W81XWH-12-2-0026 was used to research, design, and initiate a unique process for augmenting pre-deployment trauma training for military nurses, which is a high priority for the Department of Defense (DoD) and supports medical service requirements. The original funded requirement was competitively, awarded to ODURF, which subcontracted tasks to Breakaway for assistance with prototype development. This multi-site study was approved, including the use of prototype computer-based training software for testing learner knowledge acquisition and preparation for knowledge translation to practice. Breakaway maintains sole ownership of the underlying physiological engine that provided significant value and uniqueness to this program. The successful completion of the ODURF project is dependent on the completion of existing training modules already developed by Breakaway. ODURF has acknowledged that this project needs the incorporated environments, equipment, and physiologic engine for human/avatar functionality that are the property of Breakaway. Breakaway leveraged proprietary design functionality of avatars, environment and equipment that are essential and already embedded in the training program developed under the original award to date. The estimated value of this contract is $188,900.00. The period of performance for this contract is anticipated to be 18 months. Based on these unique capabilities and the previous work done with Breakaway. Breakaway is the only company capable of meeting the Government's requirements. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data and other information sufficient to determine capability to perform the proposed contract effort. All capability statements received by 10:00AM local Time on July 14, 2014, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to wayne.a.medina2.civ@mail.mil.
