- The 65th Contracting Flight is issuing a firm fixed price solicitation to Convert T-611 to LRS Vehicle Maintenance at Lajes Field, Azores, Portugal. Renovation of the existing T-611 building is necessary to convert the facility from a warehouse into a vehicle maintenance shop with a proposed Solicitation Number FA4486-14-R-0003. The scope of work includes selective demolition of significant portions of the existing warehouse building and constructing new cast-in-place concrete walls and steel roof structure. Alterations to site utilities, architectural, structural, plumbing, HVAC, fire protection, fire alarm, and electrical systems will be required as described in drawings and specifications. Work also includes all incidental and related tasks necessary to provide a complete and usable facility for its intended purpose. The performance period is approximately 365 calendar days from notice to proceed. All proposals shall be submitted in Euros. The magnitude of this project in accordance the FAR 36.204 (f) is between $1,000,000 and $5,000,000. Lowest Price Technically Acceptable to include evaluation of Past Performance Information Source Selection Process approach will be utilized for this procurement. The North American Industry Classification System assigned to this acquisition is 236220. All responsible sources meeting the criteria set forth in the Request for Proposal (RFP) may submit an offer, which will be considered by the Government. The request for Proposal (RFP) package will be available for downloading and viewing at Federal Business Opportunities (FBO), http://www.fbo.gov on or about mid Jul 2014. A pre-proposal conference/site visit will be scheduled at Lajes Field and advertised via solicitation. The RFP package will be available on the Internet only. There will be no hard copies of this solicitation issued. The solicitation specifications and drawings will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. All proposals and other normal documents required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium. The Closing Response date will be included in the proposed above mentioned solicitation. T-615, Room 201, Lajes Field, Azores Portugal 09720-7775, or e-mail to: maria.meneses.1.pt@us.af.mil. "Notice to Offerors: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation, either before or on 1 Oct 14, with no obligation to the offeror by the government." All interested offerors must have signed up with the System Administration Management through www.sam.gov (SAM sheet.doc, Nato Cage.doc and Duns.doc not included), but if needed can be requested via email to the Point of Contact identified above. All contractors interested in receiving notification of updates/amendments to the solicitation posted on the EPS are urged to enroll on the web site mailing list for this acquisition. Those contractors enrolled will be notified automatically of any changes made to the RFP through their e-mail addresses. No telephone requests will be accepted.
