- The U.S. Fish and Wildlife Service, Region 5, will be issuing a Request for Proposal (RFP) to the FedConnect website (located at: https://www.fedconnect.net/FedConnect/Default.htm) for the Construction of an Elevated Boardwalk and Observation Deck at John Heinz National Wildlife Refuge, Philadelphia, Pennsylvania. Detailed information, specifications, drawings and wage determinations shall be listed within the Solicitation. The Solicitation documents and incorporated provisions and clauses can be found at the following websites: 1. FedBizOpps (website: https://www.fbo.gov), and 2. FedConnect (website: https://www.fedconnect.net/FedConnect/Default.htm) and shall be available on or about July 2, 2014. This is a Full and Open competition with the estimated Magnitude IAW FAR 36.204 being Between $250,000 and $500,000. The NAICS code for this procurement is 237310 Highway, Street, and Bridge Construction. This requirement is being procured in accordance with FAR Part 36, Construction and ArchitectEngineer Contracts and FAR Part 15, Contracting by Negotiation. The Government intends to award a Firm Fixed Priced contract resulting from this Solicitation to the responsible offeror(s) whose offer conforming to the Solicitation presents the best value to the Government, price and other factors considered. Solicitation package number F14PS00727 will include the Solicitation Offer Forms (SF1442), Specifications of Work, Drawings and other attachments as required. Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM website can be found at https://www.sam.gov. The eventual successful offeror(s) shall be required to submit their invoicing electronically against the U. S. Department of the Treasury's Invoice Processing Platform System (IPP), located at: https://www.ipp.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database. Along with the pricing documentation required in the Solicitation, the offerors shall also submit documentation with their proposal package for past performance of projects completed in the past three (3) years that demonstrates their qualifications, such as experience of the company in construction of similar volumes, meeting equivalent delivery schedules for like materials on contracts of a similar type, size, scope & complexity. This information will be used to determine technical capability in this Low Priced Technically Acceptable procedure.
