Description
100% Indian Economic Enterprise (IEE) Set-aside, for IEE concerns in accordance with the Buy Indian Act. Department of the Interior, Bureau of Indian Affairs, Office of Justice Services R Educational service for juvenile detention facilities in Indian Country This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only notice; Proposals are being requested and a written solicitation is issued. This solicitation is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. The North American Industry classification (NAICS) code is 611710. This acquisition is being solicited accordance with FAR Part 13.003 and DIAR 1480.504-1, as a total Indian Economic Enterprise (IEE) Set-aside. The Period of Performance (POP) shall be from October 1, 2014 to September 30, 2015. See the PWS for complete performance requirement details. The resultant contract will be awarded as a time and materials contract as defined in FAR 16.601. The Government intends to make a single contract award. Due to the urgent need, the response period and proposal due date is shortened. See the complete solicitation for details. Introduction The Bureau of Indian Education (BIE) mission, as described in Title 25 CFR Part 32.3, is to provide quality education opportunities from early childhood through life in accordance with a tribes needs for cultural and economic well-being, in keeping with the wide diversity of Indian tribes and Alaska Native villages as distinct cultural and governmental entities. The Office of Judicial Services provides justice services and technical assistance to federally recognized Indian tribes and communities, and to respect and protect sovereignty through promotion of self-determination. One of the many missions OJS has is to provide safe, secure, humane correctional services for Native American population. Occasionally, OJS has juveniles within their system and the education process must be continued or re-started while these juveniles are incarcerated. The targeted population needing education services consists of incarcerated male and female juveniles who have been adjudicated delinquent, serving sentences and/or awaiting release from custody following completion of the sentence. This includes juveniles who have been taken into custody and adjudicated as a result of tribal violations occurring in Indian country and within the Indian Tribe jurisdiction. The intent is to offer programs that enable the juveniles to strive toward completing high school graduation requirements and/or offering courses that enable the student to progress towards entering into the school upon release. Scope The Contractor shall develop and implement the academic educational program tailored for three BIA Juvenile Detention Centers, and provide quality educational and support services benefiting male and female American Indian Juveniles. The goal is to establish an environment conducive to the learning process for juveniles by qualified and certified educational professionals. Since the average visit for these juveniles is less than 7 days at a detention center it is critical that the contractor focus on assessing the juveniles education level, establish the local educational reconnect back to the juveniles home and, if time allows, teaching. The contractor should be prepared to teach juveniles at these three locations 4 hours per day and 8 hours on the weekend. The performance of the contract includes working closely with Captain of Corrections or his/her designee, correctional and administrative staff, local school superintendents and staff, local BIE School principal and staff, local Indian tribes and communities, and interaction with juveniles.
