Description
The Department of Veterans Affairs VA Central California Health Care System, Fresno, CA (VACCHCS) is seeking Architectural/Engineering Firms to submit Standard Form (SF) 330 for the design of Project 570-223, Expand and Renovate Laboratory in a vintage 1949 building (Building 1) at the Fresno VA Campus, Fresno, CA. AE firm will prepare an Evaluation Report, Design Development Drawings, Construction Documents, Specifications, and Cost Estimates for all disciplines that meets or exceeds all current VA and laboratory standards. One of the main concerns for the VA is to maintain operational continuity of the laboratory services. The relocation and operation of laboratory services shall remain uninterrupted when implementing and carrying out the construction period of services. A thorough evaluation of the relocation shall be carried out to determine the best possible solution to benefit the hospital and patient care. Project demolition of the existing laboratory and imaging suites is approximately 13,000 gross square feet (GSF) on the second floor of building 1. This will include the expansion of approximately 1,200 GSF of new structural square footage over the existing building 1 first floor, which was constructed in 1949. The project expansion and renovation outcome should provide the VA with a modern laboratory space that meets all current VA and laboratory standards, improving staff and patient processing efficiencies, while creating an environment that is centered on patient care. The VA will be looking for specialized experience in hospital laboratory renovations, structural expansions of existing buildings, and HVAC mechanical with emphasis on laboratory requirements. The prime A/E firm shall have, at a minimum, the following licensed/registered specialty disciplines as members of the firm, or team, with demonstrable expertise in their respective fields: Architectural, Civil, Structural, HVAC, Plumbing, Electrical, Fire Life Safety, Security, IT/Data, Construction Cost Estimating, SHPO, Hazardous Material and Environmental Assessments Three (3) copies of the SF 330 are required. SF-330, Part I may be accompanied by any other evidence of experience and capabilities the applicant considers relevant. A separate SF-330, Part II shall be submitted for each proposed consultant's office involved. Selection of firms for interviews and negotiations shall be through an order of preference based on: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized Experience and Technical Competence (Medical Lab design)(Structural Reinforcement design); (3) Capacity to accomplish the work in the required time; (4) Past Performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) Geographical location and knowledge of the locality of the project. Firms that meet the requirements described in this announcement are invited to submit required SF 330's by close of business July 28, 2014, to the following: Parvinder Brar, Contracting Specialist, Department of Veterans Affairs, NCO 21 855 M Street, Suite 1020 Fresno, CA 93721. There will be an informational meeting at the Fresno Facility on Thursday, July 10, 2014, from 10:00am-12:00pm in Building 3 Conference Room #2. Project scope will be discussed and a site visit will be conducted. Groves, denise.groves@va.gov. It is the intent of the Contracting Officer to make a single firm-fixed price contract award under this solicitation (VA261-14-R-0518). This solicitation is set aside to small business concerns under NAICS code 541310 (Architectural Services) or 541330 (Engineering Services).
