- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W56HZV-14-T-A359 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-75. The associated North American Industrial Classification System (NAICS) code for this procurement is 334515 with a small business size standard of 0.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-07-16 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Warren, MI 48397 The WRN - Warren requires the following items, Meet or Exceed, to the following: LI 001: Linearly-polarized horn antenna which covers the entire frequency range (18GHz to 40GHz), or multiple linearly-polarized horn antennas, each covering a portion of the total frequency range. Each antenna shall be capable of being attached to an antenna stand or tripod using a 1/4"-20 threaded fastener, with the male portion of the fastener on the tripod and the female portion of the fastener on the antenna., 1, EA; LI 002: Antenna feed-point adapter for each supplied antenna which shall be compatible with rectangular waveguide designed for the frequency range of the respective antenna, and adapters compatible with N, K, and/or SMA type radio frequency (RF) connectors for RF coaxial cable., 1, EA; LI 003: Non-metallic, non-conductive tripod capable of positioning and supporting the supplied antenna(s) with adjustment for height, azimuth, and elevation. Acceptable materials include nylon, linen phenolic, and wood., 1, EA; LI 004: Pre-amplifier(s) having greater than or equal to 20 dB nominal gain and compatible with the frequency range and connector of the antenna(s). Each pre-amplifier shall be supplied with a 120VAC linear power supply, 1, EA; LI 005: 3 meter low-loss radio frequency coaxial cables with connectors compatible with the operating frequency range of the antenna(s). Multiple cable sets shall be supplied, one (1) set per antenna supplied., 2, EA; LI 006: Antenna Calibration Data Subtitle: SAE ARP958 Vert. & Horiz. Polarization, 1m ISO/IEC 17025:2005-compliant calibration certificate and report required. Cable insertion loss and pre-amplifier gain data shall be provided by item. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, WRN - Warren intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. WRN - Warren is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. As used in this clause? ?Manufactured end product? means any end product in Federal Supply Classes (FSC) 1000-9999, except? (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest Price for the supply or service that meets the technical requirements. (End of provision) Acknowledge all the amendments you have received from us by identifying the amendment number and its issue date. (a) In accordance with sections 8113 and 8114 of the Department of Defense Appropriations Act, 2014, and sections 414 and 415 of the Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2014 (Public Law 113-76, Divisions C and J), none of the funds made available by those divisions (including Military Construction funds) may be used to enter into a contract with any corporation that- (1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless the agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government; or (2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government. (a) We'll award a contract to the offeror that: (1) submits the lowest evaluated offer if award is based on price only, or the offer that provides the best value to the Government if factors in addition to price are identified in Section M, and (2) submits a bid or proposal that meets all the material requirements of this solicitation, and (3) meets all the responsibility criteria at FAR 9.104. (b) To make sure that you meet the responsibility criteria at FAR 9.104 we may: (1) arrange a visit to your plant and perform a preaward survey; (2) ask you to provide financial, technical, production, or managerial background information. (c) If you don't provide us with the data we ask for within 7 days from the date you receive our request, or if you refuse to have us visit your facility, we may determine you non-responsible. (d) If we visit your facility, please make sure that you have current certified financial statements and other data relevant to your bid or proposal available for our team to review.
