- ***AMENDMENT 0001*** Posting Responses to Questions Question 1: Please provide the specifications for all materials (carpet, paint, and base molding) required for this proposal. Answer 1: Below are the specifications for the Paint, Carpet and Base Molding: Base Molding: 4-inch Black Vinyl Cove Base. Can be of any manufacturer that meets the criteria. Carpet: HECSA has chosen a specific make and model of carpet to be used for this requirement. Below are the exact specifications for the carpet: -Collection Name: EASY STREET -Style name: Lake Street -Style Number:4LR220620R -Color: Violations - HOV Lane 400960 -Manufacturer: Bentley Mills, Inc. -Point Of Contact: Michelle Stone; Account Executive; michelle.stone@bentleymills.com; 800.423.4709 ext 5047 Paint: Sherman Williams White Shadow Satin finish paint for all walls (or Compatible manufacturer). All hallway and office spaces doors and doorframes except for vinyl doors shall be painted with Sherman Williams oil based semi gloss Chestnut Brown (or Compatible manufacturer). Question 2: Please identify the nature of window frames slated for painting. Answer 2: The actual metal framing of the windows shall not be painted but the HVAC louvers around the windows shall be painted with Sherman Williams White Shadow Satin paint (or Compatible manufacturer) Question 3: Please provide staging/phasing requirements. Answer 3: The staging phase as it refers to section B.6. All three office areas cannot be completed at the same time due to government personnel still needing a place to work during the renovations in the facility. As one office becomes emptied of all furniture and materials the contractor shall then patch, paint and install carpet and cove base. This shall be repeated in phases. The government will provide you with phase details and timeline at time of award. Question 4: Please confirm that Contractors are not responsible for carrying costs of escort while on site. Answer 4: Escorts shall not be required for the Solicitation Question 5: We were informed that the existing carpet is glued to the concrete slab. Approximately how old is the current carpet? Answer 5: The carpeting is glued to the concrete slab and the carpeting is approximately 20 plus years old. Question 6: Will the government be procuring the carpet or will that be a task for successful bidder? Answer 6: The successful bidder shall procure the carpeting from the government's selected vendor. Question 7: What type of installation will be used on the carpet? Answer 7: The carpet will be glued directly to the floor slab. No padding will be required. Question 8: How much Cove Base will need to be installed? Answer 8: Included in this solicitation amendment are detailed floor plans in AutoCad and PDF to allow you to measure the amount of materials needed to cover the required surfaces. **IMPORTANT Additional Information** Autocad drawings and PDF copies of the floor plans for both floors have been included in the quote mark Additional Documents quote mark section. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The requirement is a total set aside for certified HUBZone businesses for carpet replacement and painting of interior walls at the Humphrey Engineer Center Support Activity under NAICS code 238390, Other Building Finishing Contractors. The size standard for this NAICS codes is $14 Million. Description: The Army Corps of Engineers Humphrey Engineer Center Support Activity requires painting and carpet replacement in three office spaces and one conference room in Building 2594 of the installation located at 7701 Telegraph Road, Alexandria, VA 22315. Site Visit: A site visit for qualified interested offerors is scheduled for Tuesday 24 June 2014 at 9:00 am EDT at the address listed above. All offerors interested in attending the site visit must submit full names, company/organization affiliation, and country of citizenship to the Point of Contact listed below no later than 11:00 am 20 June 2014. Questions will be taken during the site visit and answers posted to this solicitation at a later date. Questions received after the site visit and are not guaranteed to be answered prior to the solicitation closing date.
