Small Business Set-Aside: This acquisition is a 100% Total Small Business Set-Aside. Mast and Rig the Historic Three-Masted Lumber Schooner C.A. Thayer: The National Park Service has a requirement for the restoration of the National Historic Landmark (NHL) Schooner, C.A. Thayer. The National Historic Landmark (NHL) Schooner, C.A. Thayer was constructed in 1895 in the city of Fairhaven, California by the Hans D. Bendixsen shipyard. The ship was commissioned by the E. K. Wood Lumber Company for the west coast lumber trade. The ship is double-sawn framed, carvel planked, trunnel and steel fastened and shoal draft in her construction and rigged as a "baldheaded" three-masted schooner. This masting, rigging, and dry-docking project begins the final phase of a larger effort to restore the vessel to the original 1895 configuration and condition. The vessel is currently in an incomplete condition, lacking various deck structures, operational appurtenances, and the rig in its entirety. The C.A. Thayer is presently on display and partially open for public visitation at the San Francisco Maritime National Historical Park (SAFR), a unit of the National Park Service (NPS) and is located at Hyde Street Pier. The San Francisco Maritime National Historical Park plans to sail the C.A. Thayer on San Francisco Bay following completion of the vessel restoration and rigging. The Contractor must review the historical plans provided by the government and develop design, fabrication and installation documents for a sailing rig that replicates the historic rig and meets modern sailing standards to bring the C.A. Thayer to sailing condition. Following approval of the fabrication and installation plan, the Contractor will provide and install all support components for masts and spars. This effort includes all wooden and metal fittings attaching to the masts and spars; all metalwork, deadeyes, and fittings for the rigging to attach to. Additionally, the Contractor must provide to SAFR all wire and rope for the historical rig design, the necessary support elements for the lower ends of the standing rigging and all running rigging blocks. SAFR riggers will prepare the standing rigging for installation by the Contractor. Finally the Contractor must install the bowsprit and three masts with standing rigging prepared by SAFR riggers. Historical authenticity and accuracy are imperatives for every aspect of the project and will only be superseded by validated safety concerns. A dry-docking period of routine hull maintenance and repair shall be included in this project and scheduled to be performed at a time mutually agreed upon by the Government and the Contractor that will be most beneficial and provide the greatest efficiency to the overall project. The dry-docking will serve to maintain the hull and assist in the installation of the rig. The project will conclude with the vessel freshly painted, secured at her Hyde Street Pier mooring with the masts and bowsprit temporarily stayed and secured. Once the vessel is returned to the Hyde Street Pier, SAFR riggers will complete the final standing rigging attachments by connecting the lower ends of the shrouds and stays to the vessel, rigging aboard the gaffs and booms and any running rigging for active sailing. The C. A. Thayer shall be masted and rigged in a condition capable of sailing by the summer of the 2016 NPS Centennial. The Government anticipates awarding one firm-fixed-price contract as a result of this solicitation. The anticipated award date is August 22, 2014. The estimated period of performance is September 2014 through September 2016. The NAICS code for this project is 336611 and the small business size standard is 1000 employees. This procurement is subject to, among others, the provisions of Federal Acquisition Regulation (FAR) Part 15, contracting by Negotiation.
