RFI MS Word Document Notice of Information Request for Direct to Card Printers and Ethernet Card Printers & Maintenance CONTRACTING OFFICE ADDRESS IRS Office of Procurement 6009 Oxon Hill Road Oxon Hill, MD 20745 ACTION Notice of Information Request GENERAL INFORMATION This is a Request For Information (RFI) only as defined in FAR 15.201(e) to obtain market information and capabilities for planning purposes. This RFI is not a request for competitive proposals; therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Companies that respond will not be paid for the information submitted. This RFI is for informational planning purposes only and it is not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. This notice does not constitute a solicitation or a promise of a solicitation in the future. This RFI does not commit the Government to contract for any supply or service. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The Internal Revenue Service will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. The purpose of this RFI is to inform the IRS as it contemplates right-sizing and maintaining a fleet of Direct to Card (DTC) printers and Ethernet card printers to operate in IRS's target operating systems, Windows 7 and all future Windows operating system releases. Printers are located in major cities across the continental United States and in Puerto Rico (See Attachment 1). GENERAL INTENT The IRS provides this RFI inviting industry to provide information on lease/purchase/maintenance options for a fleet of DTC printers and Ethernet card printers. To ensure that identity/physical access cards can be provided timely to employees and contractors who do not need a smart card for systems access, the IRS is interested in obtaining: (1) Maintenance/replacement options for the existing fleet of 33 Fargo DTC400e and 41 Fargo HDP5000, with a planned reduction to 23 network-based printers and 30 portable USB-connected printers, (2) Lease/Purchase options for replacement printers, (3) Uptime strategy/printer loaner program, (4) Webcam/camera integration, with cameras supporting and providing Twain drivers, (5) Signature pad and biometric capture capabilities, (6) Software and software drivers required to support the use of the printers, (7) Solution architecture for use of printers, (8) Supply maintenance strategy for color ribbon, retransfer film, and laminate (supplies will not be purchased under this contract.) RESPONSES Information submitted will be reviewed for inherent and relative effectiveness as it relates to IRS objectives. All text should be Times New Roman 12-point font, double spaced with all margins, top, bottom, left, and right being 1-inch. Page numbers and paragraph numbers are required to facilitate discussions. All other formats will not be accepted. Depending upon the submissions received, IRS may decide to set aside a period of time to meet with submitters to gain further information. (This would take place in the downtown Washington, DC area and be entirely optional at the submitter's discretion and expense.) If a meeting is wanted, the IRS will initiate contact within three months of submission. Thus, if submitters are not contacted within that time window, they can assume that the IRS has been provided with sufficient information to understand the submission. Presentations and/or meetings are expected to last thirty minutes or less. The IRS may wish to share submitted information with contracted consultants, under non-disclosure agreement, for evaluation assistance subject to the approval of the submitting party. However, if a submitter wishes their information to be made available only to Government personnel, a prominent label/watermark stating "GOVERNMENT USE ONLY" must be placed on each page. SUBMISSION All information should be submitted within 30 calendar days of the date of this publication E-mail submissions may be sent to alison.crichton@irs.gov. Submissions must be in the following format: Times New Roman 12-point font. Graphics are acceptable. Responses should include your name, title, company name, telephone number and email address and cite "DTC and Ethernet Printers" in all correspondence. E-mail submissions cannot exceed 5MB in size.
