- Local Checklist Performance Work Statement 1. The 502d Contracting Squadron at Joint Base San Antonio (JBSA)-Randolph, TX is seeking information concerning the availability of qualified commercial sources with the technical expertise, labor, tools, parts, materials, equipment, transportation, supervision, and other incidentals necessary to provide Inspection and Maintenance & Repair Services for the 12 FTW/MX (12 th Flying Training Wing) at JBSA-Randolph in accordance with industry standards and the attached draft Performance Work Statement (PWS) and 12 MX Local Checklist. This Sources Sought is issued for information and planning purposes only. The responses will be used as market research to identify qualified, experienced, and interested potential sources, and commercial practices in support of the Government's requirements. Contact with Government personnel, other than those specified in this notice, by potential offerors or their employees regarding this requirement is not permitted. This is not a Request for Proposal (RFP) or Request for Quotation (RFQ). It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The information requested by this notice will be used to facilitate decision-making and will not be disclosed outside the agency. Any information provided in response to this notice is strictly voluntary and will be provided at no cost to the Government. 2. If your firm is capable of providing the services described above and in the attached draft PWS, please submit a written Capability Statement (max of five (5) pages, excluding cover and company identification information) to Danita Porter-McGee, danita.porter-mcgee-@us.af.mil, Phone: (210) 652-8587 with a courtesy copy to Vivian Fisher, vivian.fisher@us.af.mil, Phone: (210) 652-8596, not later than 11 July 2014 at 2:00PM Central (e-mail is preferred).The Capability Statement should include, at a minimum, the following general information: (a) Contractor and Government Entity (Cage) Code, DUNS, name, address, point(s) of contact with telephone number and e-mail address; (b) Approximate annual gross revenue and numbers of employees; (c) Any small business status for example: 8(a), HUBZone, service-disabled veteran-owned, women-owned small etc.; (d) Evidence of relevant and recent experience in the required services, for example, a brief description of contracts held (commercial and/or government), to include contract numbers, contract dollar values, dates of performance, number and type of personnel involved, and the name of the government program manager (as applicable). For the purposes of determining business sizes, the tentative North American Industry Classification System (NAICS) Code is 488190, Other Support Activities for Air Transportation with a Small Business size standard of $30.0 Million. ***The general definition of a small business is one that is independently owned and operated, is not dominant in the field of operation in which it is proposing on Air Force contracts and with its affiliates; and the average annual receipts does not exceed $30.0 Million in accordance with the 488190 NAICS Code.*** Note: If the respondee feels another NAICS would be more appropriate, suggest this in the response and provide the rationale. 3. Any information submitted by respondents to this sources sought synopsis is voluntary. The Air Force does not intend to award a contract based on this notice or to otherwise pay for the information solicited. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUB Zone, 8(a), SDB, WOSB, VOSB, etc.). 4. IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this Sources Sought.
