Description
Contracting Office Address NASA/John F. Kennedy Space Center, Procurement, Kennedy Space Center, FL 32899 Description NASA/John F. Kennedy Space Center plans to issue a Request for Proposal (RFP) for NNK14518671R, Ignition Over Pressure (IOP) and Sound Suppression (SS) Systems Post Liftoff Bypass, Launch Complex (LC) 39B, John F. Kennedy Space Center, Florida. THE CONTRACTOR SHALL PROVIDE THE NECESSARY RESOURCES TO: The primary task of the construction firm will be the installation of new post liftoff bypasses for the Ignition Over Pressure and Suppression Systems located at Launch Complex 39B at the Kennedy Space Center. A list of tasks associated with the proposed work includes, but is not limited to, the following: Partial demolition of existing post lift off system bypass lines; installation of new, large diameter (30 diameter) bypass lines; installation of small diameter bypass line and high-point drains; fabrication and installation of pneumatics panel; routing of pneumatics tubing; modifications to the support systems to accommodate the change in bypass lines. All piping will be installed at the post liftoff piping area at LC 39B. Post liftoff bypass piping will be carbon steel. Bypass piping systems will require welding, visual inspection and liquid penetrant and radiographic testing. Pneumatic system piping will be stainless steel. Pneumatic system piping will require hydrostatic/pneumatic and leak testing. The LC 39B area will be undergoing other construction modifications during the performance of this construction project. The NAICS code for this procurement is 238220 with a small business size standard of $14M. The Performance Period shall be completed in 330 calendar days after notice to proceed. In accordance with Federal Acquisition Regulation 36.204, Disclosure of the Magnitude of Construction Projects, the estimated price range is as follows: The total estimated cost of this project is in the estimated construction contract price range of between $1,000,000 and $5,000,000. The anticipated release date of the RFP is on or about July 16, 2014 with an anticipated offer closing date of on or about August 15, 2011. The firm date for receipt of bids or proposals shall be stated in the RFP. A site visit will be scheduled on or about July 24, 2011. Prime contractors will be limited on the number of personnel in attendance. Drawings have an Export Determination of EAR 99 and are considered controlled documents. Therefore, download of documents wont be permitted until requesters have been cleared through Defense Logistics Information Service (DLIS). Please begin FedBizOps registration immediately since clearance could take a couple of weeks. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement shall be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
