- The U.S. EPA, National Vehicle and Fuel Emissions Laboratory (NVFEL) located in Ann Arbor, Michigan intends to negotiate on a sole source basis with Prime One Contracting to upgrade the vehicle restraint rail system in Test Cell 514 under the authority of FAR Part 6.302-1. This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. The upgrade to the vehicle restraint rail system for the four wheel drive dynamometer located in Test Cell 514 will be used in conjunction with four existing MAHA rigid restraint stanchions provided by EPA. Three of the new upgraded rails will be attached to the dynamometer decking, while two others will be set into concrete in the test cell floor. The contractor shall provide all labor, material, equipment and supervision sufficient to perform the work related to the demolition, modification, and/or installation of equipment within the physical property of NVFEL. All work is to comply with all Federal, State, and local rules and regulations such as NEC, Mi-OSHA, etc. The contractor shall fabricate and install two (2) bolt-on rigid restraint rail assemblies for the rear of the vehicle. The rail assemblies should have at least 7 feet of travel and bolt to the dynamometer decking support structure. The bolt-on rail assembly must allow the stanchion to be positioned 11 inches from the rear edge of the dynamometer deck. Contractor shall fabricate and install one (1) bolt-on rigid restraint rail assembly for the front of the vehicle. The assembly should have no less than 5 feet of travel and bolt to the dynamometer decking support structure. The contractor shall fabricate and install two (2) rigid restraint rail assemblies for the front of the vehicle. The rail assemblies should be at least 11 feet long and be set into the test cell concrete. All rail assemblies shall be compatible with all MAHA rigid restraint stanchions. This railing in conjunction with the MAHA rigid restraints have already been engineered to restrain a vehicle under going a chassis dyno test. The nature of this acquisition requires a contractor that possesses the unique capability of obtaining and working with the proprietary MAHA mounting rail system used with the rigid restraints. Prime One Contracting is the only known vendor capable of fabricating and installing MAHA proprietary rail assemblies. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of fabricating and installing the rigid restraint upgrade may submit technical documentation to establish their capability. Such documentation must be submitted to the Point of Contact within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
