Description
Sources Sought for Joint Test and Training Operations Control Center (JTTOCC) Common Operating Picture (COP) Maintenance and Modifications Background The 96th Test Wing, Eglin AFB, Fla., is the test and evaluation center for Air Force air-delivered weapons, navigation and guidance systems, Command and Control systems, and Air Force Special Operations Command systems. The wing provides expert evaluation and validation of the performance of systems throughout the design, development, acquisition, and sustainment process to ensure the warfighter has technologically superior, reliable, maintainable, sustainable and safe systems. The 96th TW performs developmental test and evaluation across the complete system life cycle for a wide variety of customers including: Air Force Systems Program Offices, the Air Force Research Laboratory, logistics and product centers; major commands; other DoD services and U.S. government agencies (Department of Transportation, NASA, etc.); foreign military sales; and private industry. The Eglin Gulf Test Range provides approximately 120,000 square miles of overwater airspace, covering the eastern third of the Gulf of Mexico from the Florida Panhandle to the Florida Keys. The land range covers 724 square miles and contains 70 specific test and training areas, including an approved uranium test range and the only qualified air-to-ground supersonic range east of the Mississippi River. The Joint Test and Training Operations Control Center (JTTOCC) conducts real-time monitoring and control of range activity to ensure both maximum safety as well as maximum utility and efficiency in the use of range assets, in particular air space (both over water and over land). The Common Operating Picture (COP) application provides range controllers with essential visibility and situational awareness of on-going as well as future range activities by integrating air traffic data derived from four (4) regional radars, together with current and future airspace schedule information, in to a real-time display overlaid on a 3-dimensional geographic display. JTTOCC range controllers also interact with the COP to review as well as update multiple items of information associated with mission tracks and scheduled airspace. 96th Test Wing Requirement The 96th Test Wing is conducting market research to ascertain the availability, capability and interest of vendors who may be able to carry out periodic maintenance and modifications of the COP application software. The COP is developed as an application of the NASA World Wind Java Software Development Kit (WWJ SDK) (http://worldwind.arc.nasa.gov/java/). WWJ SDK provides functional and graphics libraries that can be adopted, customized, and integrated in to Java applications for display of geospatial data in a 3-dimensional, geo-referenced, geographic display, including overlay on a 3-dimensional globe served from a World Mapping Service (WMS) server. In the COP implementation of WWJ SDK, real-time radar tracking data is consumed by the application as it is fed from an infinitely-open HTTP connection. The radar tracks, as well as the current and future airspace scheduling commitments are delivered to the COP as a stream of Keyhole Markup Language (KML). Response Requirements This Sources Sought notice is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this Sources Sought marked "Proprietary" will be handled in accordance with applicable regulations and statutes. Information provided will be used to gauge the range of capabilities and interest among industry vendors in providing the required services, and to assist the 96th Test Wing in analyzing and determining a long range strategy for the upkeep and operation of the COP application. Responses shall describe recent (on-going or within the past 3 years) and relevant (work similar in type, scope, and complexity) experience demonstrating any of the following competencies: • Analysis, design, implementation and support of WWJ SDK-based applications, with emphasis on multi-threaded implementations that process and display high-volume, real-time moving targets on a World Wind 3-dimensional globe. This shall include design/development of new WWJ SDK applications, adding new functions to existing WWJ SDK applications, and modifying existing functions in WWJ SDK applications. • Identification and correction of application faults and malfunctions associated with any of the various underlying WWJ SDK technologies, to include the WWJ SDK itself, the Java runtime environment, and Java Bindings for the OpenGL API (JOGL). • Challenges encountered and solutions developed for transitioning WWJ SDK applications through environmental changes such as WWJ SDK version, client operating system, or Java runtime version updates. • Analysis and documentation of existing legacy WWJ SDK applications, with emphasis on maintenance/modification of WWJ SDK applications originally deployed by another vendor. • Experience with implementation of geospatial applications using Keyhole Markup Language (KML) as the vocabulary for representing geospatial data. • Overall expertise with Java and OpenGL development on the Windows platform. • Expertise with Java Web Start and Java Network Launch Protocol (JNLP) applications, to include but not limited to those environments where a mixture of Java runtime versions and bit levels may exist on the same network of client workstations; signed JNLP and JAR application files; and obtaining and applying trusted code signing certificates. For each experience cited, provide a clear description of the work, along with significant achievements, problems encountered and solved, project title and contract number under which the work was performed, and a point of contact with telephone number and/or email address where the respondent performed the work. Responses should include sufficient detail upon which respondent's depth of expertise and capabilities with the WWJ SDK can be evaluated. Where possible, respondents are asked to identify one or more contract vehicles, in order of preference, that would be available and in scope for the 96th Test Wing to use in procuring these services from the respondent. For each vehicle identified, provide the contract/project name, contract number, name and contact information for the contracting officer, and name and contact number of the contracting officer's technical representative (COTR). Responses shall include the following information: company name and address; name, telephone number and email address of company point of contact; CAGE code; DUNS number; and company size under NAICS 541511. Responses shall be submitted as either a Microsoft Word (.docx) or Adobe Acrobat (.pdf) document. Responses shall be prepared using Times New Roman 12-point font, single spaced paragraphs, and not exceeding ten (10) pages in length.
