Description
NASA/JSC has a requirement for further development, design work, testing, and fabrication of the Extra Vehicular Activity (EVA)spacesuit's Primary Oxygen Regulator 3.0 (POR 3.0). The development of POR 3.0 is currently being performed under NASA purchase order number NNJ13HC37P. The new work being added to NNJ13HC37P will include the installation of pressure transducers, actuators, and sensors on POR 3.0. Additionally, the contractor will provide detailed drawings of components and provide a feasibility study. NASA/JSC intends to purchase the items from Carleton Technologies, Inc. (CTI). CTI is uniquely capable of developing and designing POR 3.0 due to its evolution from the existing POR prototypes already delivered by CTI under NASA contract number NNJ08HB40C. The POR 3.0 design incorporates components that are the intellectual property of CTI. The new work being added can only be performed by CTI, because only CTI possesses the trade secrets and intellectual property associated with these essential components. Additionally, CTI possesses the needed facilities, jigs, fixtures, and personnel to design, develop, test, and fabricate the POR 3.0 prototype. The unique facilities CTI offers include an in-house adiabatic impact testing facility for use with high pressure gaseous oxygen. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 10, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
