- The Defense Advanced Research Projects Agency (DARPA), Contracts Management Office (CMO), intends to award a sole source contract to Mayo Clinic, Rochester, MN, under the authority of 10 U.S.C. § 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Description: This is a sole source synopsis for the acquisition of microelectronics technology research and development services in support of DARPA in the development of national microelectronics capabilities. Specifically, the contract will provide for the tracking and critical evaluation of emerging microelectronics technologies, assistance in developing parametric testing and metrology techniques for advanced devices/circuits; special purpose applications and prototypes; modeling and simulation, and monitoring industry progress on related efforts under agency programs. This effort requires deep expertise in specialized technologies such as high-fidelity microelectronic systems simulation, high speed integrated circuit (IC) design and testing, antenna and transmitter design, prototype system development, special purpose packaging, etc.. The source must have the ability to handle proprietary information, independent from government and private industry and the ability to work at SECRET or higher classification levels. The performance period will be for one twelve-month base period commencing November 1, 2014 and four twelve-month options, commencing November 2015, 2016, 2017 and 2018. This announcement constitutes the only synopsis for this requirement and is issued for notification purposes only. It is not a request for competitive proposals and no solicitation is currently available. Interested parties may identify their interest and capability to meet the requirements of this effort by submitting a white paper and past performance data no later than 4:00PM EST, July 21, 2014 to the Defense Advanced Research Projects Agency, Attn: Mr. Michael Mutty, Contracts Management Office (CMO), 675 N. Randolph Street, Arlington, VA 22203 or via email to michael.mutty@darpa.mil. Questions shall be submitted to the above email address. Companies interested in subcontracting opportunities should contact Mayo Clinic directly. The government will consider all information received before 4:00PM EST, July 21, 2014. Information received will be considered by the Government solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government.
