- Pursuant to the authority of FAR 13.106-1(b) (1) (i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services, on behalf of the of the Defense Human Resources Activity, Joint Advertising, Market Research and Studies (JAMRS), intends to negotiate an order under the PSC Basic Ordering Agreement (BOA) with the National Academy of Sciences, for a study on health, safety, and well-being of young adults to better understand eligibility issues of the recruiting market. This is a new requirement for JAMRS in partnership with the Office of the Secretary of Defense (OSD) Accession Policy. Previously, JAMRS and OSD Accession Policy have sponsored studies to estimate the proportion of youth eligible to serve in the Military. Given the large portion of youth ineligible for military service, it is important that subject matter experts examine, analyze, and synthesize the science on health, safety, and well-being of young adults in order to guide research, practice and policy. JAMRS and OSD Accession Policy have requirements for experts to review this existing literature and provide implications for the recruiting community. The National Academy of Sciences was established by Congress in 1863, and currently consists of four organizations, with The Institute of Medicine (IOM) being one. IOM is an internationally recognized and trusted resource for independent, expert advice related to health and medicine. Their reputation for independence and ability to bring together leading subject matter experts, weigh the evidence, and produce reports that inform sound policies, makes them a unique source for this type of expert review and consensus building. The IOM is uniquely positioned to be able to not only identify relevant partners and stakeholders; but also garner their participation in the proposed activities because of their existing structures and established reputation, and their routine and continuous on-going engagement with a variety of high level healthcare stakeholders, they are the only source reasonably available to meet the needs of this order. Further, only the National Academy of Sciences possesses the impramatur necessary to ensure public confidence in study results. The Contractor is to: 1.) Produce a consensus study vetted by a group of subject matter experts to examine the science on health, safety, and well-being of young adults that can be utilized by DoD to understand issues facing recruitment eligibility concerns such as obesity and mental health. 2.) Conduct a review of the available literature on young adults in the context of their health and development; systems and institutions that provide pathways from adolescence into adulthood; and policies that impact young adult well-being. 3.) The Contractor shall be required to travel to various CONUS locations during the performance of this task order for Subject Matter Experts to meet and discuss the science on health, safety, and well-being of young adults. 4.) Prepare a report on the health, safety, and well-being of young adults, which will include analysis and synthesis of relevant literature and subject matter expert's consensus recommendations on policies and programs that would improve the health, safety, and well-being of young adults. All products are required to conform to Section 508 accessibility standards. A cost reimbursement order will be negotiated and awarded using the PSC Basic Ordering Agreement with the National Academy of Sciences. The anticipated period of performance shall be for five (5) months from date of award. This is not a solicitation for competitive proposals. No solicitation document is available. All responsible sources that have the requisite qualifications to perform the work described above may submit a statement of capabilities via e-mail to shelley.namoski@psc.hhs.gov. The e-mail subject line must reference: PSC-NAS133437 Capability Statement Submission. Responses must be double-spaced with 1" margins on all sides and use a standard font no smaller than 12 point. The statement of capabilities must include: 1.) Cover Letter/Capabilities Statement illustrating organization's technical capabilities and expertise, as it relates to the requirements presented in this notice. 2.) A list of at least 3-5 Past Performance references to include: a.) Description of previous work efforts; b.) Contract number; c.) Point of contact. The response must be sequentially numbered, beginning on the first page after the table of contents. Responses are due by July 16, 2014, 12:00 PM (NOON) Eastern Time. Responses received after the due date and time may not be considered. A determination by the Government not to compete this requirement based upon responses to this Notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement.
