- This is a notice of intent to award a sole source contract. United States Environmental Protection Agency (EPA) Region 1 New England located at 5 Post Office Sq, Boston, MA 02109 intends to negotiate a sole source contract with Entech Instruments for a service and support contract for the EPA owned Entech 7200 Preconcentrator and Entech 7016D Canister Autosampler located at the EPA Region 1 New England Laboratory, 11 Technology Drive, North Chelmsford, MA 01863. The United States Environmental Protection Agency (EPA) requires the Entech Level III Phone and Parts Support Plan to cover the EPA owned 7200 and 7016D systems. This plan is to include unlimited phone support with a maximum four hour call back, GoTo Assist Service, and non-consumable repair parts as needed. If deemed necessary to send the equipment in to the factory for covered repairs, the Entech Level III Phone and Parts Support Plan will cover the labor charges, covered parts, and return ground shipping charges. The use of a sole source for the acquisition is believed to be necessary because it is to the best of our knowledge that Entech Instruments is the sole manufacture and authorized service provider for the Entech 7200 and 7016D systems, and the only source for material or service contracts for these instruments within the United States. The Government intends to solicit, negotiate and award to only one contractor using other than full and open competition procedures pursuant to the authority of FAR 13.106-1(b)(1) - Soliciting from a single source. This notice of intent is not a request for competitive proposals; however, all responses received by July 17, 2014 will be considered by the Government. The Government will not be responsible for any cost incurred for preparing a response to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
