Description
The Office Personnel Management's launched its HRLOB initiative in 2004 to support the vision articulated in the President's Management Agenda. The HRLOB is expected to help the Federal Government realize the potential of electronic Government by transforming the delivery of human resources services. Through the HRLOB, VA will have an opportunity to move towards compliance with this federally-mandated Initiative and improve human capital management through recruitment, hiring, and retention efforts; and invest in workforce development in a way that supports fulfillment of our commitment to Veterans and their families. Accepting this charge, the Office of Human Resources and Administration (HRA) Human Resources Line of Business (HR LOB) was launched in Fiscal Year (FY) 2011 to transform delivery of Department-wide human resources (HR) services through the implementation of a new Human Resources Information System (HRIS), HRoSmart. The HRIS will replace VA's 50 year old Personnel Accounting and Integrated Data (PAID) system and provide significant upgrades such as (1) eliminating manual transactions and paper driven processes by allowing VA employees, HR, and managers to access a common system for all HR transactions in self-service tools; (2) standardizing delivery of processing personnel, benefits, compensation actions; and (3) increasing VA's effectiveness and productivity to streamline HR processes that support and track Title 5 and Title 38 populations. The HRIS implementation will directly impact 300,000+ VA employees. In order to meet its transformation objectives the VA HR LOB contracted services from an approved private sector shared service center (SSC) provider. Transitioning HRIS operations and services to a SSC will enable VA to transform HR services from transactional-base to more strategic-based activities. Additionally, VA HR LOB, in partnership with the Office of Information and Technology (OIT), is in the second year of managing a $123M HRIS SSC Migration Project to oversee development, change management, implementation, and transition to Operations and Maintenance (O&M). The following five phases encompass the migration project: "Assess Phase - The VA envisions how it can best deliver HR services to support the mission and develop the business case for change. This phase is complete. "Define Phase - The VA develops detailed requirements that will be a basis for provider selection. This phase is complete. "Select Phase - VA selects a provider and negotiates the partnership, including service level expectations. This phase is complete. "Migrate Phase - The VA and provider work together to move selected operations from the agency to the service center. This phase is currently in progress through FY 2015. "Operate and Improve Phase - Performance results are used to identify opportunities for improvement. This phase is planned for entry in FY 2015/2016. Any contract resulting from this requirement will include the Migrate Phase and the Operate and Improve Phase. THERE IS NO SOLICITATION AT THIS TIME. This sources sought notice does not constitute a request for quotes or proposals. Submission of any information in response to this sources sought notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. The responses to this sources sought notice will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement. Responses to this sources sought notice are requested from small businesses only. Please elaborate in all areas as follows: 1.Do you have a thorough understanding of PeopleSoft in system implementation and federal HR processing, including staffing and benefits? 2.Do you have experience in the scheduling and implementation of enterprise wide HR systems? 3.Do you have experience in the release and change management of enterprise wide HR systems? 4.Do you have experience/knowledge in the helpdesk operations and metrics of enterprise wide HR systems? 5.Do you have experience in the training, planning assessment, delivery, and evaluation to demonstrate ROI of enterprise wide HR systems? 6.Do you have experience in the strategic and tactical communication required to demonstrate ROI? 7.Do you have experience in working with OPM HRLOB/share services initiative? 8.Do you have experience in integrating stovepipe functionalities into enterprise solutions? 9.Do you have knowledge in Planning, Programming, Budgeting, and Execution (PPB&E)? 10. Please list and describe the labor categories anticipated to perform this type of effort.
