Description
The Naval Facilities Engineering Command, Mid-Atlantic (NAVFAC-ML) intends to award a Utility Energy Savings Contract (UESC) under the authority of 10 U.S.C 2913, which authorizes the Department of Defense to enter into agreements with serving gas, electric or water utilities to design and implement cost-effective demand and conservation incentive programs (including energy management services, facilities alterations, and the installation and maintenance of energy savings devices and technologies by the utilities) in order to address the requirements and circumstances of the installation. For purposes of qualifying under this notice, an entity must meet the definition of a Serving Utility for Naval Station Newport, RI, before an agreement can be initiated. The NAICS Codes for this action: 221122 Electric Power Distribution 221210 Natural Gas Distribution 221310 Water Supply and Irrigation Systems The UESC project will include energy conservation measures such as HVAC upgrades, controls (DDC and ICS) optimization, boiler and chiller system improvements, demand response modifications, lighting efficiency upgrades, water conservation, and installation of renewable energy systems in approximately 50 facilities. The Government may elect to proceed with further phases under the UESC which include but are not limited to the engineering-design phase and the implementation phase. The process requires that the responsible serving Utility must have the ability to provide or obtain financing on terms at least as good as those available to customers in a comparable service class, or with a comparable risk profile. Therefore, the Utility will not receive compensation until completion of the implementation project, and payments will be based on a long-term (10-15 year) amortization schedule. Interested utilities may identify their interest and ability to meet the requirements stated herein and may submit their corporate capabilities for consideration. Responses should be limited to a maximum of 10 pages. No hard copy or facsimile (fax) submissions will be accepted. Cover letters and extraneous materials such as brochures will not be considered. Personal visits or requests for the purpose of discussing this announcement will not be considered or scheduled. Answer the following questions in your response: 1. Is your business currently a utility provider to the Naval Station Newport, Newport, RI? 2. Is your business currently authorized by the State of Rhode Island Public Utilities Commission to provide a utility service to the Naval Station Newport, Newport, RI? 3. What is the name and address of your business? 4. Identify a responsible point of contact who can be contacted regarding your response, their phone number, and current email address. 5. Is your firm a large business, small business, a certified 8(a) Small Business, certified HUBZone Business, Woman Owned Small Business, and/or Service Disabled Veteran Owned Small Business concern? List any/all that apply. 6. Provide no more than three (3) examples of financed energy conservation projects for which you were the prime contractor. 7. Identify the financier and the amount financed (if any) for the above listed project(s). 8. Provide any other pertinent information that lends to your qualification to be considered for award of this contract. The submission must include the NAICS code and CAGE Code. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Contracting Officer.
