- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure that they have the most up to date information about this acquisition. No partial quotes will be considered. No partial awards will be made. The Request for Quote (RFQ) number is PR-0010642 and is being conducted as a 100% small business set-aside. The NAICS Code for this requirement is 333314 - Optical Instrument and Lens Manufacturing; the size standard is 500 employees. The resultant contract will be a firm-fixed price contract. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-75. This requirement will be awarded on an all or none basis as a commercial item, fixed-price purchase order under the procedures in FAR Parts 12 and 13. Technical Requirements: • The requested equipment must be composed of a comparison bridge with high-quality optics that provide a superior color-balanced system • The accompanying software package shall have Spot software to provide essential tools for modern microscopy • Windows 7 Ultimate Technical Specifications: • Fluorescent and LED lighting with a wide-field focusing 10X eyepiece for UIS optics and fiber-optic light source with 21V/150W • Magnification range of 6x-102x with 1x objective and 10x eyepiece • Horizontal coaxial control X-Y stage, 180mm x 135mm platform with 50mm X-axis and 77mm Y-axis movement • LCD measuring scale • ISO 17025 accredited/NIST Traceable Certification of Scale Accuracy • Universal Manipulating Bullet/Shell holder with 90 degree vertical to horizontal positioning range, 360 degree rotating chuck, with as small as.030" wire to as large as 10-gauge shotgun shell • Insight 4 mega pixel color mosaic firewire c mount camera with 40 MHz live mode, high-speed imaging for real time viewing (2048x2048) • Three position light split selector for 100% camera, 20% visual, 80% camera operated from either the left or right side • Optiplex 7010 Desktop with standard power supply, Windows 7 Ultimate operating system and Spot software Brand Name Justification: This procurement is being conducted in accordance with the Federal Acquisition Regulation (FAR) 11.105 (a) (1). The brand name indicated in this solicitation is the only product that will meet the needs of the FBI. The FBI has a requirement to purchase a Leeds Comparison microscope. The Agency caseload requiring visual comparisons has risen sharply, necessitating the purchase of an additional microscope. The Leeds Comparison microscopes are the only ones compatible with the current agency inventory of Leeds Comparison microscopes already in use. The specificity for the Leeds microscopes is the digital optics and exchange of images paramount to maintain the seamless transfer between examiners on the existing system of Leeds microscopes. The FBI maintains an internal network on which images are stored on and compared. By alternating equipment, compatibility would not be possible. Procuring the new microscope will ensure continuity of operations, provide for a seamless transition, prevent excessive lack-of-compatibility costs, comply with current and future requirements, and enhance agency capabilities. The Leeds Comparison microscope is the only microscope that will meet the needs of the FBI. FAR 52.247-34, (Nov 1991) - FOB Destination: FBI Laboratory, 2501 Investigation Parkway, Quantico, VA 22135. The contractor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Government rights with regard to the other terms and conditions of this contract. The warranty period shall begin upon final acceptance of all items provided to the Government by the Contractor.
