- Description
- Turkey Block 40 RFI Market Research/Request for Information: The F-16 FMS Contracting Office, Hill AFB, UT is requesting information from interested sources about a potential requirement to engineer a structural modification for the Turkish Air Force (TurAF) F-16 Block 40D aircraft. This request is to obtain information to determine if responsible sources exist, which would allow this requirement to be competed or set-aside for small business. The proposed North American Industry Classification Systems (NAICS) code is 541330, which has a size standard of $35.5M. The Government intends to use the information submitted in determining the appropriate acquisition strategy for this requirement. The Government is interested in receiving responses from all interested sources including 8(a), service-disabled veteran-owned, hub zone, and women-owned small business concerns. THIS IS NOT A SOLICITATION. The TurAF F-16 Block 40 D model aircraft are reaching the limit on flight hours and will be grounded without the Falcon STAR plus modification. This proposed acquisition is for a modification to incorporate relevant portions of the Falcon STAR modification program, in accordance with the US Air Force's Aircraft Structural Integrity Program (ASIP) recommendations, on fourteen (14) TurAF F-16 aircraft. The Government has limited rights to the data associated with the Falcon STAR and ASIP programs and is unable to provide this data to interested offerors. The contractor will be required to perform the required engineering, develop kits for kit proofing in-country, deliver kit re-procurement drawings with unlimited government rights, provide familiarization of the mod implementation, provide source data to update the Country Specific Technical Orders, and TCTO data. Interested sources should respond to this RFI and describe your technical approach for accomplishing this requirement. Your response should include a description of your past five (5) years' experience with the F-16 and identify any major cost, schedule, and risk drivers associated with your technical approach. Any cost information provided in response to this RFI will not be binding. Your response should also identify your small business status for the above identified NAICS code. Also, please identify if you anticipate using teaming arrangements along with a breakout of the work to be accomplished by the prime and each team member. The government does not intend to award a contract on the basis of this request or to otherwise pay for the information requested except as an allowable cost under other contracts as provided in FAR 31.205-18, Bid and Proposal Costs. It is anticipated all information received in response to this RFI will be unclassified. All data received in response to this RFI marked or designated as company private or proprietary information will be fully protected from release outside the Government. Respondents will not be notified of the results of the Government's review of their responses. Interested parties must respond in writing. Your response to this request must be submitted no later than 8 Aug 2014, addressed to Eric N. De Wit via e-mail (eric.dewit.1@us.af.mil). If you have questions, or require additional information, contact Eric N. De Wit, Contracting Officer.
