Description
On 22 Nov 2013, USAF announced via FedBizopps.Gov that Sikorsky Aircraft Corporation had provided an acceptable technical solution to the Combat Rescue Helicopter (CRH) Program solicitation (FA8629-12-R-2400) and the USAF intended to make award in 2014 pending the President's budget review process. As a result of that process, the Rotary Wing Branch of the Special Operation Forces & Personnel Recovery Division (WISV) at Air Force Life Cycle Management Center (AFLCMC), Wright Patterson AFB OH, 45433 announces award of the CRH Program to Sikorsky Aircraft Corporation, Stratford, Connecticut. Contract FA8629-14-C-2403 is awarded for $1,277,618,606 as a fixed-price-incentive-firm at target price/firm-fixed-price type contract for the initial Engineering Manufacturing and Development (EMD) portion of the program. If all options are exercised, the total contract amount is estimated at $7.9B. The CRH Program will replace the aging HH-60G Pave Hawk helicopter with new air vehicles, training systems, and product support required for the Personnel Recovery mission. The overall program requirement is for 112 new air vehicles (most probable quantity); however, the contract has been structured to handle fluctuations of quantities. The contract includes the development, integration, production, and initial sustainment of the entire CRH system. The contract is Fixed-Price Incentive Firm Target (FPIF) for EMD with FPIF options for Low Rate Initial Production (LRIP). Full Rate Production (FRP) options are Firm Fixed-Price (FFP). A small portion of the contract will be a combination of FFP and Cost Plus Fixed Fee (CPFF) in order to cover over and above repairs and special studies and analyses efforts. Work will be performed at Stratford, Connecticut and is expected to be completed by June 2029, if all options are exercised.
