Description
The Department or Veteran Affairs VA Connecticut Healthcare System,(VACTHCS) West Haven, Connecticut intends to solicit proposals from contractors in the metropolitan New Haven, CT area to provide services for inpatient Crisis Stabilization Step Down. The VA anticipates issuing a solicitation for this requirement on or about July 2, 2014, with a closing date for proposals on or about August 15, 2014. The solicitation will be available for down load from http://www.fbo.gov. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from the website and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation or any amendments. The goal of VACTHCS is to avert some admissions to the acute Psychiatric unit utilizing a crisis stabilization step down inpatient bed provider for 8 beds. This alternative to an inpatient stay in a less restrictive environment/setting for veterans who have acutely stabilized, no longer requiring an acute level of care would allow VACTHCS to discharge to these contractual step down beds as an interim disposition. This alternative will improve flow to the overall Psychiatric service. The VA will have a crisis team comprised of VA providers who will monitor the oversight of these Veterans placed, so location within close proximity to VACTHCS West Haven, CT is needed. The Government will use a best value source selection method under Part 15 of the Federal Acquisition Regulation and anticipates making a firm fixed price contract award for this requirement. The Contract will have a base term of one year with options for four additional one year terms exercisable at the discretion of the VA. The NAICS Code is 623220 and the solicitation will be issued for full and open competition. All responsible sources may submit proposals which shall be considered by the Agency. To be eligible for award, contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov. Registration is free and potential offerors are encouraged to visit the SAM website and register as soon as possible to avoid delays should they be selected for a contract award.
