- Limited Source Justification This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included with or attached to this notice. This announcement constitutes the only solicitation; responses are being requested; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on FEDBIZOPPS. The RFQ number is N62306-14-T-B020. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-75 and DFARS Changes Notice 20140624. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 334111 Electronic Computer Manufacturing and the Small Business size standard is 1000 employees. The Naval Oceanographic Office, Stennis Space Center, MS, intends to issue a limited source, fixed price purchase order. Brand Name per specifications below: 1. BACKGROUND. The Surf Eagle has utilized ORACLE / SUN hardware since 2007. This equipment has reached its end of life and an upgrade is required due to unreliability and consistent failures with two (2) existing ORACLE / SUN hardware. The replacement shall provide a cost-effective augmentation and ease of integration of computing, memory requirements, and storage in a single mechanism running both virtual and physical workloads. The system is utilized for storing environmental data as well as classified data. 2. REQUIREMENTS. Market research has been performed by the systems engineer for the SE Program and identified the minimum requirements in order to continue daily operational productivity for the mission essential Intel community. Listed below are the part numbers, quantities, and descriptions needed. Qty Description 22 X1110A-Z Sun Dual 10Gbe SFP+ PCIe 2.0 Express Module 2 7105379 Sun Blade 6000 Chassis 3 X4-2B Sun Blade Server Module, 2 x Intel Xeon E5-2697.v2(12 x core) 2.7Ghz CPU's, 64GB RAM, 2 x 1.2TB 10K RPM / 2.5" SAS-2 Disk Drives PCI 10GbE SFP Express Module Sun 10GbE SFP+ Express Module (Intel) X1110A-Z (or equivalent) Salient Characteristics: • Must be compatible with SunBlade Center 6000 Chassis • Must be compatible with SunBlade X6270 M3 Blade Severs • Must be dual port SFP 10Gb ports • Must include 2 x SFP+SR 10Gb SFP Transceiver Modules Oracle is the manufacturer of the specified items and holds proprietary rights. Please provide estimated delivery ARO. FOB: Destination. The Government reserves the right to make one, multiple or no award resulting from this solicitation. The following FAR provisions and clauses are applicable to this procurement: FAR 52.212-1, Instructions to Offerors-Commercial Item; FAR 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Item; FAR 52.212-4, Contract Terms and Conditions - Commercial Item; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Item; FAR 52.232-33 Payment by Electric Funds Transfer - System for Award Management; DFARS 252.225-7021 - Trade Agreements; DFARS 252.225-7036 - Buy American Act - Free Trade Agreements - Balance of Payments Program. Quoters are reminded to include a complete copy of FAR 52.212-3 and its ALT I with quotes. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, provides the lowest evaluated price for a product meeting or exceeding the acceptability standards set forth in the salient characteristics. The provision at FAR 52.212-2, Evaluation-Commercial Items is incorporated. The following factors shall be used to evaluate the offers: (a) technical capability of the item offered to meet the minimum needs of the Government and (b) price. General statements, that the offeror can or will comply with the requirements, that standard procedures will be used, that well known techniques will be used, or that paraphrases the RFQ's specifications in whole or in part, will not constitute compliance with the mandatory requirements concerning the content of the technical quotation. Any inquiries concerning this requirement are to be submitted in writing to the Contracting Officer within 5 calendar days after publication of this notice. This announcement will close at 4:00 PM, CST on 9 July 2014. Quotes are to be submitted to Will.Garrett@navy.mil. Oral communications are not acceptable in response to this notice. Quoters shall provide Commercial and Government Entity (CAGE) code, Contractor Establishment code (DUNS number) and Tax Identification Number. Contractors must be registered in SAM at www.sam.gov and Wide Area Work Flow (WAWF) to be considered for award. All quotes shall include price(s), a point of contact, name and phone number, business size, and payment terms. Each response much clearly indicate the capability of the offeror to meet all specifications and requirements.
