Description: The NAVSUP Fleet Logistics Center, Norfolk Contracting Department, Philadelphia Office intends to solicit on an other than full and open competition basis for Centrex commercially available integrated, switch voice and data communications services via Central Office based, dial tone facilities to the Naval Support Activity (NSA), Philadelphia and Naval Business Center (NBC), Philadelphia, PA, and NSA Mechanicsburg, PA in support of the Naval Computer and Telecommunications Master Station Atlantic, Norfolk, VA. The services shall provide Analog and Integrated Services Digital Network (ISDN) telephone lines consisting of approximately 9,000 lines at NSA Philadelphia 3,400 lines at NBC Philadelphia and, 7,000 lines at NSA Mechanicsburg. The telephone shall have the capability to place in-house calls (four-digit dialing between telephone numbers) within each exchange. The telephone lines shall be provided from a local exchange (Central Office) within the local dialing area of each site. The contractor shall provide and maintain the cable infrastructure delivering services to the Rate Demarcation Point (RDP) location at each site. Request for Quotation N00189-14-Q-1379 contemplates a Firm Fixed Price, Indefinite Delivery-type contract for a period of performance consisting of thirty-six (36) months with a twelve month base period commencing 01 October 2014 and continuing through 30 September 2015 plus two, one-year options. This announcement constitutes the only notice; a proposal is being requested and a written solicitation will not be issued. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate on a sole source basis with Verizon Federal, Inc. of Washington, DC. Verizon Federal is the only source with the capability of satisfying the Government 冱 requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within thirty (30) days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government.
