Description
SPECIAL NOTICE THIS ANNOUNCEMENT DOES NOT CONSTITUTE A REQUEST FOR PROPOSALS The National Oceanic and Atmospheric Administration (NOAA) Geostationary Operational Environmental Satellite - R (GOES-R) Ground Segment Project (GSP) announces its intention to loan GOES Rebroadcast (GRB) Simulators to interested parties beginning on or about November 20, 2013. GOES-R Rebroadcast (GRB) is the primary space relay of Level 1b data products and Level 2+ Geostationary Lightning Mapper (GLM) data products from GOES-R. Level 1b products consist of instrument and scientific data with radiometric and geometric correction applied to produce parameters in physical units. These data are available to all users with GRB receivers in view of a GOES-R series satellite at the East or West operational longitudes. GRB is the new data format for GOES-R that will replace the GOES VARiable (GVAR) service when GOES-R becomes operational. GRB will provide full resolution, calibrated, navigated, near real-time direct broadcast data. The GRB Simulators allow for on-site testing of user ingest and data handling systems, aka GRB field terminal sites. Each unit simulates GRB downlink functionality by generating Consultative Committee for Space Data Systems (CCSDS) formatted GRB output data based on user-defined scenarios, test patterns, and proxy data files. Four GRB simulators have been designated for loan to borrowers who manufacture GRB receivers and other users interested in testing their receive systems. The objective is to allow borrower access to simulators to verify GRB receive system compatibility with the GRB transmission. Currently, the launch of GOES-R is scheduled for 2016. THE GRB SIMULATOR AND ITS MANUAL ARE SUBJECT TO U.S. GOVERNMENT EXPORT CONTROL IN ACCORDANCE WITH THE EXPORT ADMINISTRATION REGULATIONS (EAR), 15 CFR PARTS 730-774. EXPORT OF THE SIMULATOR, ITS MANUAL, OR ANY OF THE DATA CONTAINED THEREIN TO ANY FOREIGN COUNTRY OR DISCLOSURE OF THIS DATA TO ANY NON-U.S. PERSON MAY CONSTITUTE A VIOLATION OF FEDERAL LAW. Loans are not to exceed 90 (ninety) days without advance written permission from the Government, and may be subject to a waiting list. Loan requests will be processed on a first-come, first-served basis, with the date and time stamp of the initial e-mail request serving to identify place in line. Shipping costs will be the responsibility of the interested party to and from the Harris facility. Harris Corporation will provide an initial set-up and training capability if needed, at no cost to the interested party. Official Loan Agreement, logistics and further information will be provided upon completion of the loan request.
